Adding criteria for identifying low-income workers.
The government has just issued Decree No. 30/2025/ND-CP amending and supplementing a number of articles of Decree No. 07/2021/ND-CP dated January 27, 2021, stipulating the multidimensional poverty standard for the period 2021-2025. Specifically, Decree No. 30/2025/ND-CP adds regulations on criteria and procedures for reviewing and identifying low-income workers under the National Target Program for Sustainable Poverty Reduction for the period 2021-2025.

Specifically, Decree No. 30/2025/ND-CP stipulates the criteria for identifying low-income workers under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025 as follows:
Low-income workers are those who are household workers (excluding workers from poor and near-poor households):
- Rural areas: Areas with an average monthly income per capita of 2,250,000 VND or less.
- Urban areas: Average monthly income per capita of 3,000,000 VND or less.
Decree 30/2025/ND-CP clearly states that the criteria for identifying poor households, near-poor households, households with average living standards, and low-income workers under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025 serve as the basis for measuring and monitoring the level of income and basic social service deficiencies of the people; and as the basis for identifying target groups for implementing poverty reduction and social security policies and planning other socio-economic policies for the period 2022 - 2025.
Furthermore, Decree 30/2025/ND-CP also adds the responsibility of the People's Committees of provinces and centrally-administered cities to organize the review and identification of low-income workers according to the process for determining households engaged in agriculture, forestry, fisheries, and salt production with an average standard of living for the period 2022-2025; the application form for identifying low-income workers, the decision recognizing the list of low-income workers in the locality; and to organize the implementation of vocational training support from the National Target Program for Sustainable Poverty Reduction for the period 2021-2025 within the budget allocation capacity of the central and local governments, ensuring that it is in line with the objectives, economical, and effective as prescribed.
