Add criteria to identify low-income workers
The Government has just issued Decree No. 30/2025/ND-CP amending and supplementing a number of articles of Decree No. 07/2021/ND-CP dated January 27, 2021 regulating multidimensional poverty standards for the period 2021 - 2025. In particular, Decree No. 30/2025/ND-CP supplements regulations on criteria and procedures for reviewing and identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025.

Specifically, Decree No. 30/2025/ND-CP stipulates the criteria for identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period as follows:
Low-income workers are workers in households (excluding workers in poor households and near-poor households):
- Rural areas: Average monthly income per capita is from 2,250,000 VND or less.
- Urban areas: Average monthly income per capita from 3,000,000 VND or less.
Decree 30/2025/ND-CP clearly states that the standards for poor households, near-poor households, households with average living standards, and criteria for identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period are the basis for measuring and monitoring the level of income and basic social service shortages of the people; are the basis for identifying subjects for implementing poverty reduction and social security policies and planning other socio-economic policies for the 2022-2025 period.
In addition, Decree 30/2025/ND-CP also adds the responsibility of the People's Committees of provinces and centrally run cities to organize the review and identification of low-income workers according to the process of identifying households working in agriculture, forestry, fishery and salt production with an average living standard in the period of 2022 - 2025; request to identify low-income workers, decision to recognize the list of low-income workers in the area; organize the implementation of vocational training support from the National Target Program on Sustainable Poverty Reduction in the period of 2021 - 2025 within the budget allocation capacity of the Central and local governments, ensuring the right goals, savings and efficiency according to regulations.
