Ministry of Finance guides financial and budgetary work according to 2-level government
On the afternoon of July 26, the Ministry of Finance held a national online conference to guide the implementation of tasks related to the financial and budgetary sectors when organizing two-level local government at the commune level.

The conference was chaired in person in Hanoi by Comrade Nguyen Duc Chi - Deputy Minister of Finance.
At the Nghe An province online bridge, chaired by comrade Nguyen Viet Hung - Deputy Director of the Department of Finance, the conference was connected online to 118 commune and ward bridges in the whole province.

Guidance on financial and budget implementation
The conference listened to the leaders of the State Budget Department, the Department of Public Asset Management and the State Treasury of Vietnam, under the Ministry of Finance, deploy and guide the implementation of financial and state budget handling when implementing two-level local government in 2025 and the state budget estimate in 2026; arrange public assets; open accounts and make payments through the State Treasury for commune level when implementing two-level local government.
Specialized units under the Ministry of Finance also answered and resolved many difficulties and problems related to finance - budget, management and use of public assets compiled from localities across the country.

In particular, the Ministry of Finance requires that, based on the relevant guidance documents of the Ministry of Finance, the Department of Finance of localities needs to carefully study to advise the Provincial People's Committee on decentralizing financial and budgetary expenditure tasks, and at the same time lead and direct implementation to the commune level, ensuring sufficient resources to serve the apparatus and smoothly implement tasks for localities.
Regarding financial and budgetary problems and difficulties, especially in remote areas with limited resources, local Departments of Finance need to proactively report and coordinate with the Ministry of Finance to promptly resolve them.

Regarding accounting work and accounting regime for commune-level units, the most concerned issue at the conference was the need to resolutely remove obstacles when the whole country still has 5,275 units, in the delegation there are many commune and ward units that have not paid July 2025 salaries to cadres and civil servants.
The Ministry of Finance also guides localities to deploy the arrangement, allocation and use of public assets based on standards and norms as prescribed; in which, arranging cars for communes based on the existing vehicles of district-level units (before ceasing operations), if there is still a shortage, localities need to calculate and balance the budget to purchase new cars for communes and wards to perform tasks.

Enhance the responsibility of Directors of local Departments of Finance
Concluding the conference, Deputy Minister of Finance Nguyen Duc Chi emphasized: The financial - budgetary sector includes many contents and when operating the 2-level local government, there are many difficulties and problems between legal regulations and practices that need to be resolved quickly and promptly, ensuring the smooth and effective operation of the 2-level local government. Therefore, it is required that specialized agencies under the Ministry of Finance need to innovate their approach and solutions through establishing Groups to receive, synthesize and quickly resolve information from the grassroots. For problems and difficulties reported and proposed by localities, the agencies also need to establish public question and answer sets through creating QR Codes so that localities have a basis for implementation.
Deputy Minister Nguyen Duc Chi also requested that local Departments of Finance focus on advising Party committees and authorities to carry out tasks under the provincial authority on finance and budget; arrangement and use of public assets; accounting and treasury work. The Director of the Department of Finance must be responsible for handling difficulties and problems under the authority and responsibility of the locality; at the same time, assign staff to monitor the area to guide and support the facilities in the direction of "holding hands and showing work".
The Ministry of Finance will also organize 6 working groups to directly listen to and resolve difficulties and problems for localities with the view of not letting difficulties and problems in finance - budget, public assets affect the operation of the apparatus and beneficiaries from the budget source; at the same time, assign responsibility to specialized agencies under the Ministry to research and organize training and professional exchanges when implementing 2-level local government.
Regarding the proposed contents on the allowance payment regime, according to the direction of the Deputy Minister of Finance, it is requested that the People's Committees of communes and wards fully and specifically summarize the difficulties and shortcomings (if any) in the implementation process and send the report to the Department of Home Affairs to synthesize and advise the Provincial People's Committee to report to the Ministry of Home Affairs for handling instructions.
