(Baonghean.vn) - On the afternoon of July 20, participating in the discussion at Delegate Group No. 6 of the 15th session of the 17th Provincial People's Council, many delegates from mountainous districts expressed their concern and reflected on the shortcomings in implementing the emergency evacuation project from landslide areas to avoid flash floods. They requested the province to soon allocate funds for localities to implement emergency evacuation projects.

Discussion group No. 6 includes delegates of the Provincial People's Council in the constituencies of Quy Chau, Que Phong, and Quy Hop. Allocate funding for project implementation

Reflecting to the Provincial People's Council, delegate Luu Van Hung (Que Phong district) suggested: The Provincial People's Committee should pay attention to allocating funds to implement the land and forest allocation project, creating conditions for districts and communes to effectively manage and protect forests, while helping people develop the economy.

“The Provincial Party Committee is requested to pay attention to directing all levels and sectors to carry out compensation and resettlement work for Hua Na Hydropower Plant, especially land deduction after supervision by the Provincial Fatherland Front Committee and direction from the Prime Minister.

Pay attention to allocating annual funding for the maintenance and repair of post-resettlement works of the Hua Na Hydropower Plant - this issue has been mentioned many times but has not been resolved yet" - Mr. Hung proposed.

Delegate Hung said that currently, a matter of special concern to mountainous districts, especially before the upcoming rainy and stormy season, is the evacuation of people from landslide areas to avoid flash floods. He suggested that the province should promptly allocate funds for localities to carry out emergency evacuation projects to avoid unfortunate losses.

Concerned about the socio-economic development of mountainous areas, Ms. Lo Thi Kim Ngan - Head of the Ethnic Committee of the Provincial People's Council (a delegate of Que Phong district) cited: 9/13 unfinished projects, prolonged on settlement, resettlement, and relocation of residents out of natural disaster and dangerous landslide areas.

Some important traffic works are difficult to arrange for capital transfer, affecting traffic participation and economic development, and failing to promote projects and programs invested by the Central Government for localities.

Delegate Nguyen Giang Hoai (Quy Hop unit) said that the implementation of land allocation and land lease procedures is extremely complicated. The province needs to review administrative procedures in the direction of simplification, creating favorable conditions for businesses when implementing administrative procedures.

“Currently, the main export products of the Western region are stone powder and wood chips. However, these products are currently exported through Nghi Son Port (Thanh Hoa), accordingly, enterprises open declarations in Nghi Son and export tax is paid in Thanh Hoa. It is recommended that the province should encourage enterprises to open declarations in Nghe An when exporting, increasing revenue from export tax for the province” - delegate Nguyen Giang Hoai suggested.

Regarding the issue of administrative procedure reform and investment attraction, delegate Vuong Quang Minh (Quy Chau) proposed that the province should announce the completed investment portfolio, what is missing from which enterprises and which projects at the mid-year and year-end meetings of the Provincial People's Council to strengthen supervision.

According to Mr. Minh, for mountainous districts, it is very difficult to call for investment projects. Therefore, the province as well as all levels and sectors need to create the best conditions and support for investors.

Many difficulties arise from practice

Delegate Vuong Quang Minh reflected on the pollution situation in mountainous districts. This is the source of rivers and streams. If priority is not given to treating waste flowing into rivers and streams and downstream, the environmental pollution situation will become more complicated. He suggested that the province and localities pay attention to the issue of environmental pollution treatment and raise people's awareness in treating household waste.

The discussion opinions of the delegates of Group 6 suggested that the province should pay attention to improving the quality of medical examination and treatment for people in mountainous areas to reduce pressure on higher levels. Concerns about the increasing trend of having a third child. The delegates suggested that all levels and sectors should strengthen propaganda work to raise awareness of family planning policies.

In addition, delegates also contributed opinions to the draft implementation of the resolution of the Provincial People's Council, tasks and solutions for socio-economic development in the last 6 months of 2020, and comments on the management of the Provincial People's Committee.
