According to Minister of Education and Training Phung Xuan Nha, regarding examinations, the Ministry will follow the Central Resolution on fundamental and comprehensive innovation in education and training, including implementing examination innovation, including a roadmap, linked to textbook innovation, and implementing an exam that assesses the capacity of high school students and is the basis for university admissions.

"The exam preparation work is extremely important, each year there are improvements, security is emphasized. The organization of exam marking and inspection over the years has proven the goal of reducing pressure and costs for society, and people have accepted it. Regarding objectivity, it is quite clear, and honesty needs to be overcome to the maximum. Last year, there were problems that we handled. When we discovered violations, we reported to the Prime Minister and Deputy Prime Minister, coordinated with the Ministry of Public Security to clarify, and handled the mistakes accordingly, in accordance with regulations. We handled 11 people and followed the regulations with 151 students.
Second, in the process of processing and reviewing the entire exam and grading process, we found that the process was complete, but the preparation of standardized questions and the exam papers needed to be better prepared. As for software and technology, we had not fully anticipated it, there were still loopholes, someone exploited them and we have handled them, held meetings with all department directors, and the ministry has also reviewed to clarify responsibilities and draw lessons...
Through the exam, we have learned very profound lessons. We are determined to innovate the exam. In the coming years, we will continue to stabilize the exam and overcome necessary points," said Minister Nha.
Regarding textbooks, the Minister said: Previously, Resolution 40 of the National Assembly in 2000 required only one set of textbooks, according to the Publishing Law, implementation was assigned to the Education Publishing House. However, this has many shortcomings. Therefore, the National Assembly agreed that when renewing the program, there will be many sets of textbooks, assigning the ministry to proactively develop a set of books and encourage organizations and individuals to participate in compiling other sets of textbooks. This will create conditions for teachers to be proactive in their methods and suitable for regions. In the future, when issuing the new program and general textbooks, drawing and coloring on books will also be limited, avoiding waste.
Regarding teachers, the ministry is responsible for the quality of teachers. However, the use of teachers is decentralized to localities. The Minister requested that localities not reduce the number of teachers and the ministry has also agreed with ministries and branches on the number of teachers according to the student quota of each class.
