Be honest and responsible
National Assembly Chairwoman Nguyen Thi Kim Ngan stated that at the question-and-answer session on construction issues: 44 National Assembly deputies raised questions, 6 National Assembly deputies participated in the debate, and 22 deputies did not have time to ask questions... Deputy Prime Minister Trinh Dinh Dung and Minister of Finance Dinh Tien Dung also participated in explaining and clarifying some of the contents raised by the deputies.
The National Assembly Chairman said that continuing the atmosphere of the two previous question-and-answer sessions, the question-and-answer session on issues related to the transport sector was lively. The National Assembly deputies asked short questions, went straight to the point and had some debates to clarify the issues.
This is the second time answering questions before the National Assembly. With his experience in management and operation, the Minister has a firm grasp of the issue, answered clearly and frankly, taking responsibility for the shortcomings and limitations of the industry in the recent past and explaining the objective and subjective causes for the shortcomings and inadequacies, making commitments to solutions and a specific roadmap for implementation.
The National Assembly Chairman also stated that in recent times, the transport sector has achieved some remarkable results. However, compared to actual requirements, there are still many issues that need to be further implemented, requiring more drastic efforts to have positive changes. The contents questioned by the National Assembly today include many issues that are not new, some have been going on for many years, some have been supervised by the National Assembly but the changes are still slow, causing public outrage, such as: slow progress, waste, BOT stations...

With the desire to have feasible solutions to thoroughly resolve the issue, bring practical results, and meet the people's demands and aspirations, many National Assembly deputies questioned the Government and Ministers to research and have breakthrough solutions.
Implementing immediate and long-term solutions for the transport industry
To overcome the shortcomings and limitations in the transport sector, National Assembly Chairwoman Nguyen Thi Kim Ngan requested the Government, the Minister of Transport and relevant ministries and sectors to fully absorb the opinions of National Assembly deputies and effectively implement short-term and long-term solutions related to the tasks and fields that have been questioned. Specifically, focus on reviewing, supplementing and perfecting legal regulations on transport to suit practical requirements, overcoming the shortcomings and limitations in the past. Urgently deploy the development, adjustment and implementation of transport sector plans according to the Law on Planning and submit them to competent authorities for approval.
At the same time, do a good job of inspection, examination, and strictly handle violations in the field of transport; closely coordinate with auditing agencies and law enforcement agencies to strictly handle violations, ensure publicity, transparency, and promote the effectiveness of transport projects and works.

National Assembly Chairwoman Nguyen Thi Kim Ngan proposed reviewing the entire system of road toll stations to address existing problems and difficulties in practice. Promptly finalize BOT projects to ensure publicity and transparency; closely monitor toll collection using appropriate technology systems. By the end of 2019, all BOT stations will have a non-stop toll collection system.
At the same time, continue to effectively implement measures and solutions to ensure traffic safety and order, reduce the number of traffic accidents, especially particularly serious traffic accidents; regularly review, detect and handle unreasonable traffic organization and immediately fix "black spots" on road traffic routes.
Organize traffic scientifically and reasonably, effectively exploit existing traffic infrastructure; organize traffic rescue work well. Strengthen propaganda and education on traffic law compliance, build a culture of traffic participation among people and promote the application of information technology in traffic management and operation; strictly handle negative cases and irresponsible acts that lead to violations. Research and perfect regulations on fines through technological devices; have solutions to enhance the responsibility of vehicle owners, increase sanctions for drivers using alcohol, beer, drugs while operating vehicles.
Through today's question-and-answer session, the National Assembly Chairman emphasized that the National Assembly, the people and voters share the difficulties and hardships that the transport sector is facing, and at the same time hopes that the Government will continue to direct the Ministry of Transport to closely coordinate with ministries, sectors and localities to better perform its assigned functions and tasks.
