Minister of Home Affairs sends additional civil servants to Nghe An

Mr. Pham Cong Hung - Non-governmental Organization Affairs Specialist was assigned by the Minister of Home Affairs to Nghe An for 2 months, from August 20, 2025 to October 20, 2025.

Mr. Hung is one of 34 civil servants who are leaders and specialists of units under the Ministry that Minister of Home Affairs Pham Thi Thanh Tra decided to send to the locality to grasp the situation, guide, support and resolve issues arising at the commune level during the operation of the two-level local government organization.

According to Decision 878/QD-BNV of the Minister of Home Affairs, civil servants and public employees assigned to strengthen their work in localities will work directly and coordinate with the Department of Home Affairs, departments, offices and functional units of the locality to grasp the general situation, difficulties and problems of the locality in the process of operating the two-level local government, on the results of performing the State management tasks in the field of home affairs at the commune level in the locality; guide and support to remove difficulties and handle arising issues and problems at the commune level under the State management of the Ministry of Home Affairs.

The reinforced staff also has the task of carefully studying relevant documents and materials to perform well the assigned tasks; maintaining close contact with the Ministry's Working Group, with related units under the Ministry; proactively asking for instructions from the Head of the unit and the Working Group on issues that are unclear or have no regulations or instructions.

Proactively advise and propose to the Working Group and the Ministry's leaders solutions to remove difficulties, improve mechanisms, policies and procedures to improve the operational efficiency of two-level local governments.

Implement the weekly periodic reporting regime and the final summary report at the end of the working period to send to the Minister through the Department of Organization and Personnel, as a basis for evaluation and experience drawing for the next periods.

Cadres sent to reinforce their positions are required to strictly comply with the assignment and dispatch of the Ministry; comply with discipline, administrative discipline, regulations, rules, and the Plan of the Ministry of Home Affairs on sending reinforced cadres to localities and of the agencies, units, and localities they are sent to work; recommend and propose to the Minister (through the Department of Organization and Personnel) necessary support measures and solutions for themselves to successfully complete their assigned tasks.

Civil servants on assignment will be fully supported by the Ministry of Home Affairs with travel expenses, meals, accommodation and other benefits and policies during their time working in the locality according to regulations of the Ministry of Finance and the Ministry of Home Affairs.
