Minister of the Interior: Building a new salary scale to ensure the lives of salary earners and their families
The Ministry of Home Affairs is developing a new salary table to implement the salary reform roadmap with the goal of "ensuring the lives of wage earners and their families, and achieving social progress and justice".

Streamlining staff to have a source to increase salary
Providing information on the implementation of the salary reform policy on the Ministry of Home Affairs' Portal, Minister of Home Affairs Pham Thi Thanh Tra said that Resolution No. 27/2018 of the 6th Central Conference, Session XII, on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises clearly stated solutions on "building and perfecting the job position system", "streamlining the payroll according to the Party's resolutions and State regulations".
This is a fundamental and premise solution to implement wage policy reform and the solution associated with "implementing the resolutions of the 6th Central Conference, Session XII" is very important to reform wage policy synchronously.
At the 4th session of the 15th National Assembly, the Government submitted to the National Assembly for approval the time and plan to adjust salary and allowance increases for cadres, civil servants, public employees, armed forces and part-time workers at the commune, village and residential group levels.
In particular, from July 1, 2023, the basic salary for cadres, civil servants and public employees will increase to 1.8 million VND/month (an increase of about 20.8%).
According to the Ministry of Finance's report, the results of streamlining the payroll associated with the organization and restructuring of the staff, civil servants and public employees contributed to reducing expenditures and saving state budget expenditures in 4 years (2017-2021) of VND 25,638 billion.
At the same time, the Ministry of Home Affairs continues to research and perfect the specific contents of the new wage policy, ensuring that it is consistent with the viewpoints, goals, contents, tasks and solutions for reforming the wage policy as required in Resolution No. 27-NQ/TW, and submits it to competent authorities for consideration and decision.
In particular, the savings from the above-mentioned staff streamlining are an important source of State budget to implement salary increases in 2023 and the following years.

Minister Pham Thi Thanh Tra said: The roadmap for salary policy reform according to Resolution No. 27-NQ/TW is a matter of great concern because it is closely related to the lives of cadres, civil servants and public employees.
In recent times, in the direction and administration of the Government and the Prime Minister, the content of reforming salary policy according to Resolution No. 27 and perfecting policy institutions has been identified as one of the important and main tasks and solutions (along with solutions on promoting public service and civil servant reform) to promote administrative reform associated with building e-Government, promoting national digital transformation.
To carry out this task, the Ministry of Home Affairs has proactively coordinated with ministries, branches and localities to develop legal documents regulating a new salary regime to replace the current salary regime. The Ministry of Home Affairs is developing 1 draft decree and 11 draft circulars.
However, due to the impact of many unfavorable factors, especially the impact of the COVID-19 pandemic, the 13th Central Conference of the 12th tenure and the 4th Central Conference of the 13th tenure directed to postpone the implementation of the new wage policy reform according to Resolution No. 27 to an appropriate time.
In the coming time, the Ministry of Home Affairs will advise the Government to report to competent authorities, the Politburo, the Central Executive Committee, and the National Assembly on the roadmap for reforming salary policy.
The Ministry of Home Affairs is developing a new salary table in the spirit of Resolution No. 27-NQ/TW.
The Minister said that in order to implement Conclusion No. 50-KL/TW dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the Prime Minister assigned the Ministry of Home Affairs to develop the Government's Action Program for implementation.
The Ministry of Home Affairs is coordinating with ministries, branches and localities to develop and submit to the Government a Resolution on implementing Conclusion No. 50-KL/TW of the Politburo. This includes the task of developing and promulgating a salary table for positions, ensuring consistency and consistency with the list of titles, leadership positions and equivalent positions of the political system from the central to grassroots levels, and amending the allowance level for holding concurrent positions.
The Government is currently directing the Ministry of Home Affairs to advise on the completion of the institutional and policy system to implement the salary policy reform roadmap. The Ministry of Home Affairs is also developing a new salary table in the spirit of Resolution No. 27-NQ/TW.
The Minister expressed hope that next year, when the domestic economic situation improves, we will begin implementing the salary reform roadmap with the goal of "ensuring the lives of wage earners and their families, and achieving social progress and justice."
Salary reform plan
Reporting on the results of the questioning at the 4th session, Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs has completed the report on "the results of implementation and roadmap for reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises" to submit to competent authorities.
In particular, the Ministry of Home Affairs proposed to develop a plan to synchronously implement the contents of the new salary regime according to Resolution No. 27.
That is to increase the lowest wage in the public sector to the average lowest wage in the business sector; expand the wage relationship; rearrange allowance regimes and restructure the ratio between basic salary and allowances; and supplement the bonus fund.
At the same time, the Ministry of Home Affairs proposed an adjustment plan for the following years. Specifically, the minimum wage will continue to be adjusted to compensate for inflation and will be improved in line with GDP growth until the minimum wage is higher than the lowest wage of Region I (the highest region) of the business sector as the target set out in Resolution No. 27-NQ/TW.
