Minister, Chairman of the Ethnic Committee: Forming a new generation of farmers adapting to the market mechanism

(Baonghean.vn) - Working with the Standing Committee of Nghe An Provincial Party Committee, Minister and Chairman of the Ethnic Committee Do Van Chien suggested that the province needs to effectively promote ethnic policies and work in the new situation.

On the afternoon of April 19, the Central Steering Committee's working delegation led by Comrade Do Van Chien - Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee had a working session with the Provincial Party Standing Committee on the results of implementing Resolution No. 24-NQ/TW of the Central Executive Committee (9th tenure) on ethnic work and 25 years of implementing Directive No. 45-CT/TW of the Party Central Committee's Secretariat (7th tenure) on some work in the Mong ethnic minority area.

Also participating in the working delegation were comrades: Le Quang Manh - Deputy Minister of Planning and Investment; Nguyen Lam - Deputy Head of the Central Committee for Mass Mobilization and representatives of a number of central agencies, departments and branches.

Receiving the delegation, on the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; comrades of the Standing Committee of the Provincial Party Committee, representatives of leaders of relevant departments and branches.

Need to implement key projects and plans well

After listening to the report of the representative of Nghe An province's leadership on the implementation of Resolution 24-NQ/TW and Directive 45-CT/TW in the province, the working delegation requested the province to clarify a number of issues related to the training of ethnic minority human resources, vocational training programs, job creation, and poverty reduction for ethnic minorities.

Regarding the current small area of ​​agricultural land, the steep terrain makes it difficult for people to build economic models. So what is the long-term solution to increase the area of ​​production forest to develop the local forestry economy?

Illegal migration has a significant impact on social order and stability in the highlands, requiring policies to resolve it decisively.

Responding to the issues raised by the working group, representatives of the provincial departments and branches said that to solve the shortage of production land, the province has supported production land for 1,275 households, with a budget of 7,560 million VND. 09/12 projects on resettlement, granting residential land and concentrated production in 06 districts have been implemented, for 393 households with a total budget of 64,610 million VND.

In the work of hunger eradication and poverty reduction, the province has issued many appropriate mechanisms and policies such as: Decision No. 3161/QD-UB promulgating the action program to implement ethnic work; Project on socio-economic development in the Western region; Project on development of O Du and Dan Lai ethnic groups... At the same time, attracting many large investment projects in the mountainous areas of the province to solve the problem of local labor resources.

To solve the problem of illegal migration, the province has promoted propaganda and legal education for ethnic minorities in border areas in many forms; implemented many programs and solutions to support returnees.

Representatives of Nghe An province's leaders also made recommendations to the working delegation. In particular, the Central Government was requested to support the province with funding to implement key projects and plans: Project to stabilize the lives and production of people after resettlement of Ban Ve and Hua Na hydropower plants according to Decision No. 64/2014/QD-TTg of the Prime Minister; Project "Building new rural areas in 27 communes in the border area to develop the economy - society and ensure national security and defense in the period of 2017 - 2020 according to Decision No. 61/QD-TTg of the Prime Minister...

Diversifying livelihoods for mountainous people

At the working sessions with Nghe An province, the delegation highly appreciated the efforts of the locality in implementing and bringing the Resolution into life in a proactive and creative manner, basically achieving the set goals. Many important criteria on income, the proportion of ethnic minorities in the government apparatus were ensured; social order, national security and defense were ensured; infrastructure was invested in a systematic manner. Compared to some localities that the delegation inspected, Western Nghe An is one of the regions with many effective economic models for hunger eradication and poverty reduction.

However, comrade Do Van Chien noted that Nghe An province needs to pay attention to production development, livelihood diversification and replication of poverty reduction models for ethnic minorities in the coming time. At the same time, implement technology transfer programs, improve skills, and form a new generation of farmers who can adapt to the market mechanism in ethnic minority areas.

In the coming time, the province needs to continue to thoroughly disseminate to raise awareness and responsibility of the entire political system, cadres, party members and people in implementing Resolution No. 24-NQ/TW, Directive No. 45-CT/TW, creating all favorable conditions for people to develop socio-economy.

Regarding the province's proposals and recommendations, the Working Group will record and report to the Secretariat to have appropriate support programs and policies to help the locality complete the set goals.

Thanks to the effective implementation of Resolution 24-NQ/TW and Directive 45-CT/TW, Nghe An province has achieved many important criteria:

The average poverty rate in 11 mountainous districts decreased from 28.65% (in 2003) to 15% (in 2018); the average income per capita in mountainous districts increased from4 million VND (2003) to 29 million VND (2018).

Many socio-economic infrastructures have been invested in and built, 98.7% of communes have roads accessible to the commune center; 99% of communes have national grid electricity to the commune center; 100% of communes have schools, 99% of communes have medical stations; 100% of communes have fulfilled national defense and security criteria.
