Minister, Head of the Government Office: Continue to cut administrative procedures that cause 'barriers'
(Baonghean.vn) - According to the Minister and Head of the Government Office, administrative reform needs to be more substantive, continuing to cut administrative procedures that cause "barriers", bringing benefits to people and businesses.
On the afternoon of May 14, the Government Office held an online conference on the situation and results of reforming specialized inspection activities, cutting and simplifying business conditions, administrative procedures and handling administrative procedures under the one-stop and one-stop mechanism in the first 4 months of 2019. Comrade Mai Tien Dung - Member of the Party Central Committee, Minister, Head of the Government Office chaired the conference.

Speaking at the conference, Minister and Head of the Government Office Mai Tien Dung emphasized the Government's guiding viewpoint of building a creative, serving, and transparent government.
Accordingly, administrative reform (AR) and administrative procedure reform (AP) are fundamental solutions; PAR needs to be more substantive, reviewing and eliminating "barrier" AD procedures, bringing benefits to people and businesses.
To create a breakthrough in administrative procedure reform and improve Vietnam's business environment, the Government Office requests ministers, heads of ministerial-level agencies, and chairmen of provincial and municipal People's Committees to prioritize time and resources for administrative procedure reform.
At the same time, effectively implement the one-stop shop and one-stop shop mechanisms in handling administrative procedures on the basis of closely following the direction and administration of the Government in 2019; create a strong change in systematic administrative reform work from the central to local levels in the direction of taking the satisfaction of businesses and people as a measure of the performance of governments at all levels.
Previously, according to information from the Government Office, in the first months of 2019, ministries, branches and localities issued 700 decisions to promulgate 13,386 administrative procedures stipulated in 132 legal documents for updating, posting at the place of settlement and publicly posting on the National Database of Administrative Procedures.

However, in addition to the achieved results, the implementation of general work tasks still has shortcomings and limitations, such as: information and reporting work is not timely and complete (many ministries and localities do not report or send reports after the deadline); many tasks are behind schedule; administrative procedures are still cumbersome, causing trouble for organizations and individuals,...
At the conference, ministries, branches and localities proposed that the Government should announce and publicize regular procedures in a timely manner; synchronize data from national and local databases; and perfect the one-stop system to suit local characteristics.
