(Baonghean.vn) - Working with the leaders of Nghe An province, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung hopes that the province will pay attention to 3 pillars, 3 focuses, 4 transformations to continue to develop faster and more sustainably in the coming time.

On the afternoon of May 12, Comrade Dao Ngoc Dung - Member of the Party Central Committee, Minister of Labor, War Invalids and Social Affairs and the working delegation had a working session with leaders of Nghe An province to grasp the difficulties and obstacles in production, business, public investment, infrastructure construction, import and export and social security.

Working with the delegation, on the side of Nghe An province, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

MANY DIFFICULTIES AND PROBLEMS NEED TO BE RESOLVED AND RESOLVED

Reporting to the working delegation, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee said that the growth rate of total GRDP in the province in the first quarter of 2023 is estimated at 7.75%; state budget revenue in the first 4 months of the year is estimated at 5,846 billion VND.

Regarding investment attraction, in the first 4 months of the year, the province has granted new licenses to 48 projects and adjusted 49 projects with a total capital of more than VND 12,757 billion. The province has basically completed the detailed assignment of the 2023 public investment plan to the projects, with the capital disbursement rate reaching 23.31%. Regarding transport infrastructure, many key projects have been completed and put into use. Currently, the province is continuing to focus on accelerating the progress of many key projects.

There are currently 4 industrial parks in operation in the province; Tho Loc Industrial Park (phase 1) has just been approved by the Prime Minister for investment policy; Hoang Mai II Industrial Park is being submitted to the Prime Minister for investment policy approval. In addition, there are 3 industrial parks that are being researched, surveyed, and proposed for planning funding by investors.

The export turnover of goods in the first 4 months of 2023 is estimated at 712.3 million USD; the import turnover of goods is estimated at 444.2 million USD. The planning of Nghe An province for the period 2021-2030, with a vision to 2050, is being completed for submission to the Prime Minister for approval.

Regarding social security, Nghe An currently has more than 1.6 million workers aged 15 and over, of which 98.38% are employed. In 2022, the province created jobs for over 45,000 people, and in the first 4 months of 2023, it created jobs for over 21,000 people. 100% of enterprises strictly implement regulations on regional minimum wages, and workers' rights and benefits are guaranteed.

The rate of workers with jobs after training reached over 80.7%; contributing to raising the rate of trained workers in the province to 67.7% by the end of 2022; of which those with diplomas and certificates reached 27.4%. Incentive policies for people with meritorious services were fully implemented. The poverty rate in the whole province at the end of 2022 decreased by 1.39% compared to the beginning of the period, reaching the set target. Child protection, care, gender equality, and prevention of social evils were given attention and direction.

Speaking at the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported and clarified the results of implementing specific mechanisms and policies according to Resolution No. 36 of the National Assembly. After more than 1 year of implementation, some mechanisms and policies have been effective; some mechanisms and policies are still being implemented and have certain problems.

Regarding drug prevention work, the Chairman of the Provincial People's Committee emphasized that the entire political system, Party committees, and authorities have paid attention to and directed it resolutely. In recent times, this work has had many changes in the spirit of "blocking supply, reducing demand", "reducing, cleaning up, and pacifying". The province has done a good job of managing drug addicts, thus reducing the situation of drug trafficking.

In particular, Nghe An Police have developed and implemented the project to build a "Narcotics-free border commune" very effectively, which has been highly appreciated by the Ministry of Public Security, creating a belt to prevent drug trafficking across the border area. The project is currently being expanded, aiming to make the district drug-free, striving to bring Nghe An out of the country's drug hotspots in the near future.

Chairman of the Provincial People's Committee Nguyen Duc Trung also discussed some difficulties and problems in the process of decentralizing tasks and powers to localities; at the same time, he requested the Ministry of Labor, War Invalids and Social Affairs to consider and submit to the Government a policy to support housing improvement for people with meritorious services to the revolution who are facing housing difficulties.

Concluding the meeting, Comrade Dao Ngoc Dung - Minister of Labor, War Invalids and Social Affairs said that Nghe An is a land of talented people, rich in revolutionary traditions, and imbued with national identity. Nghe An is also a locality that has received attention, support, and support from the Central Government with many specific policies and guidelines. Minister Dao Ngoc Dung emphasized that in the past, despite numerous difficulties in the context of inflation, tightening monetary policy, and complicated world situation, Nghe An has proactively overcome them. Especially in 2022 and the first 4 months of 2023, Nghe An has achieved many positive results.

The province's budget revenue and growth rate are quite good, creating many jobs. The province has selectively attracted high-tech investment, taking advantage of the potential of large FDI investors. The province has paid attention to training, fostering, and preparing human resources for businesses.

The Minister of Labor, War Invalids and Social Affairs also requested Nghe An province to continue to complete the report, with the main objective of removing difficulties and promoting production and business. In particular, the province needs to further elaborate on the issues and driving forces that the province has but has not yet been able to promote. These are public investment; economic recovery program; national target program; investment attraction; site clearance; and results of implementing Resolution 36 of the National Assembly.

On the other hand, Nghe An province needs to urgently complete the dossier and submit it to the Prime Minister for approval of the Provincial Planning for the 2021-2030 period, with a vision to 2050. Focus on immediately implementing and promoting the effectiveness of specific policies and mechanisms in Resolution 36 of the National Assembly.

Minister Dao Ngoc Dung also requested Nghe An to focus on public investment disbursement, as this is the growth driver for the province. In particular, it is necessary to pay attention to increasing the disbursement rate; speeding up the disbursement progress of the Socio-Economic Recovery and Development Program; focusing on the 3 National Target Programs, because Nghe An is a locality with poor districts, ethnic minorities facing difficulties and many poor households, investment should not be spread out, investment should be focused, and decentralization should be strong for localities.

On the other hand, the province needs to rearrange the system of public vocational training facilities in accordance with the spirit of Resolution No. 19-NQ/TW. Nghe An should re-evaluate the performance of these facilities, thereby streamlining them to be able to teach both general education and vocational training.

Regarding the orientation for the province in the coming time, Minister Dao Ngoc Dung said that Nghe An needs to pay attention to 3 pillars: economy - environment - society; 3 focuses: focusing on productivity - sustainability - governance; 4 transformations: technology transformation - space transformation - green transformation - social transformation. On the other hand, there needs to be solutions to control the problem of drug trafficking and improve the effectiveness of drug rehabilitation work.
