Minister of Home Affairs: There is a policy to 'leave no one behind' when streamlining the apparatus

Minister of Home Affairs Pham Thi Thanh Tra said that policies for cadres, civil servants and public employees in the process of streamlining the apparatus must be fast, strong, outstanding, humane and fair so that "no one is left behind" in the process of streamlining the apparatus.

Speaking to VietNamNet reporter, Minister of Home Affairs Pham Thi Thanh Tra said that according to the plan agreed by the Government Steering Committee, after the arrangement and consolidation, the Government is expected to have 13 ministries, 4 ministerial-level agencies, reducing 5 ministries and 3 agencies directly under the Government. This number is more than the direction set by the Central Government.

In addition, the Government also basically abolished all general departments and equivalents; 500 departments and equivalents under ministries and general departments; 177 departments under ministries, ministerial-level agencies and equivalents; 190 public service units under ministries and agencies within ministries.

The Ministry of Home Affairs is consulting on completing all related reports and projects to submit to the Politburo and the Central Steering Committee on December 25.

"It is expected that after the initial arrangement and merger, the organizations will reduce 35% - 40% of their focal points, and the remaining organizations will be arranged internally and will reduce at least 15%. This number is very large and the number of officials, civil servants, public employees and workers involved is also very large," said the Minister of Home Affairs.

Therefore, according to Minister Pham Thi Thanh Tra, the important issue now is to soon have a policy so that after the arrangement of officials, civil servants, public employees, and related workers, their lives can be stabilized.

In that spirit, over the past few days, the Ministry of Home Affairs has been working urgently day and night to develop policies and regulations to submit to competent authorities for timely consideration.

Encourage those who need to retire immediately but do not let "brain drain" happen

Currently, the Ministry of Home Affairs has completed the draft Decree on regimes and policies for cadres, civil servants, public employees and contract workers in the organizational arrangement of the political system.

This content has been reported to the Party Committee and the Government Steering Committee to report to the Politburo in the nearest time.

According to the Minister of Home Affairs, this draft decree presents very important viewpoints and principles. The spirit of the policy is "to make a revolution to streamline the apparatus, the mechanisms and policies must also be revolutionary".

Therefore, this policy requires speed, strength, prominence, humanity, fairness, ensuring a reasonable overall correlation between subjects to stabilize the lives, rights and interests of cadres, civil servants, public employees and workers so that "no one is left behind" in the process of streamlining the political system's organizational apparatus.

Another highlight is the policy that focuses on special and outstanding priorities to encourage subjects to retire immediately and within 12 months from the time the agency or unit organizes the arrangement according to the decision of the competent authority.

Policy making is associated with the responsibility of leaders and units in evaluating, screening, and selecting retired officials, civil servants, and public employees, along with streamlining the payroll and restructuring and improving the quality of the team to meet requirements and tasks.

"In particular, it emphasizes the need to maintain and retain good cadres with capacity and qualities equal to the task to avoid brain drain," the Minister of Home Affairs emphasized.

Along with the above policy, according to Minister Pham Thi Thanh Tra, the Ministry of Home Affairs is also finalizing a policy on attracting and promoting talented people in the public sector. This policy is expected to be issued by the end of December 2024 for implementation.

"The Ministry of Home Affairs is undertaking an unprecedented amount of work, both guiding, urging, synthesizing, and coordinating the review of relevant legal documents, and orienting the arrangement of cadres, civil servants, and public employees within the Ministry's authority," Minister of Home Affairs Pham Thi Thanh Tra emphasized.
