Minister of the Interior: Some places are afraid of conflicts in streamlining staff

Sharing with the press, the Minister of Home Affairs said: There are still some ministries, branches and localities that are not resolute and afraid of conflicts, so they are slow to develop plans to streamline the payroll.

According to Minister Le Vinh Tan, by the end of November 2016, 39 ministries, branches and 121 localities had requested to review the subjects of staff reduction in the 2015-2017 period with a total of 18,839 people.

Of which, 789 are party and mass organizations; 2,342 are administrative agencies; 12,041 are public service units; 3,553 are commune-level officials and civil servants; and 114 are state-owned enterprises.

“The above results contribute to improving the quality and rejuvenation of the staff, civil servants and public employees, removing unqualified people from the system. At the same time, selecting people with higher professional qualifications suitable for the requirements and job positions,” the Minister emphasized.

Requesting explanation for more than 4,300 cases

However, the Minister of Home Affairs also noted that there are still some ministries, sectors and localities that are not resolute, afraid of conflicts and avoidance, so the development of projects and plans to streamline the payroll is slow. Some localities have not yet developed a project to streamline the payroll by 2021, and have not clearly identified those who need to be streamlined.

Some ministries, sectors and localities only focus on streamlining the payroll without paying attention to restructuring the staff according to job positions. Many units have not properly implemented the procedures and subjects of staff streamlining according to regulations.

“The Ministry of Home Affairs has requested explanations, failed to agree or failed to verify 4,314 cases. Most ministries, sectors and localities have not strictly reported staff reduction figures,” said the Minister of Home Affairs.

At the end of 2016, the Ministry submitted to the Prime Minister for approval the decision to assign 2017 payroll to sectors and localities.

“The Ministry of Home Affairs has determined that the implementation of the goal of streamlining the payroll by 2021 is extremely difficult. The key point is to carry out synchronously with administrative reform activities, reform of the civil service and civil servant regime, strongly reform the public service sector and promote the socialization of public careers,” said Minister Le Vinh Tan.

6 key content

The Minister of Home Affairs sets out 6 key contents that need to be well implemented to effectively streamline the payroll.

The first is to ensure the leadership of the Party, promote the supervisory role of elected bodies, the Fatherland Front, socio-political organizations and the people in the implementation process. Ensure the principle that the Politburo regulates the unified management of the payroll of the entire political system...

Second, streamlining the payroll must be based on the functions and tasks of agencies and units, coupled with salary reform and innovation of the organizational apparatus of the entire political system.

The rate of staff reduction is determined for each agency and unit, in accordance with the actual quality of the staff, civil servants and public employees. Ensuring the goal of improving the quality of the staff, civil servants and public employees.

Third, focus on reviewing, amending, and abolishing regulations on organizational structure and staffing in specialized legal documents not in the field of state organization.

Focus on reviewing the functions and tasks of affiliated agencies and units according to the principle of assigning one task to only one agency in charge. Transfer some tasks of state agencies that are not necessary to be directly performed or are not effectively performed to non-state organizations.

Review and reorganize the organizational model of ministries and specialized agencies under the People's Committees of provinces and districts to manage multiple sectors and fields; eliminate intermediate organizations. Merge departments, general departments, bureaus, and sub-departments; do not leave room-level offices in staff units under central agencies.

Fourth, ministries and sectors focus on completing the planning of the network of public service units by sector and field. Localities review and rearrange: public service units; schools and classes to ensure adequate number of students in each class according to each grade and level; and health service units in a streamlined, efficient and compliant manner.

Fifth, promote the socialization of public service units, decentralize more strongly, and grant autonomy to public service units according to the roadmap. From there, move towards autonomy in regular expenditures and complete autonomy, operating like enterprises.

The decentralization of management authority to public service units must be carried out according to clear conditions, processes and procedures and linked with a strict inspection and supervision mechanism, ensuring no privatization. The government needs to convert fees into prices so that units can self-account, improve service quality, and gradually eliminate subsidies.

Sixth, identifying streamlining the payroll as an important political task of each unit, resolutely developing solutions suitable to the conditions of each agency and unit, ensuring that by 2021, at least 10% of the total payroll assigned by the competent authority in 2015 will be reduced.
