Minister Phung Xuan Nha admits the rate of re-illiteracy is increasing among ethnic minorities.

On the morning of August 13, Minister of Education and Training Phung Xuan Nha answered questions from National Assembly deputies about educational difficulties of ethnic minorities.

Delegate Dinh Thi Phuong Lan (Quang Ngai) raised the question: The problem of ethnic minority education is still difficult, the consolidation of educational institutions does not meet the requirements. The illiteracy rate is still worrying, the educational program still has some inappropriateness, the integration of textbooks will have many difficulties in the future. How does the Minister share responsibility and solutions for this?

Answering the question, Minister of Education and Training Phung Xuan Nha said that the Party and State pay great attention to the education policy in mountainous areas, prioritizing the construction of schools, teachers, and related policies on teacher and student regimes... However, up to now, the facilities and equipment in many localities are not even 50% solid, many equipment are still broken, children study far from school, so there is a phenomenon of dropping out of school.

Regarding the solution, according to Minister Nha, although the focal points are streamlined, teaching and learning conditions for students and teachers must be ensured. Currently, some provinces have very few preschool teachers, and the number of teachers per class in many provinces is still difficult. The Ministry will work with the Ministry of Home Affairs to arrange enough teachers.

Mr. Nha also admitted that there is a phenomenon of re-illiteracy and this is being reviewed, and bilingual teaching is being implemented. For primary school, Vietnamese needs to be strengthened, thereby limiting school dropouts and providing better access to education. Along with that, the Government will be recommended to provide textbooks for disadvantaged areas, with local education programs compiled.

Regarding the recruitment policy, the previous period was highly effective, but recently it has tended to be ineffective. After finishing their studies, they could not be arranged for jobs. In addition, the recruitment was not accurate, the quality of the education of these cadres was not high, the time of sending and the use did not match, so when they returned, they had no jobs. According to Mr. Nha, it is necessary to send people who are truly linked to the output, so that those people who come out are truly seeds to serve the locality.

Delegate Phuong Lan debated the illiteracy rate again and asked the Minister to commit to the authenticity of the announced illiteracy rate. She also mentioned the issue of textbooks that the Minister had not yet answered.

Responding to the debate of delegates, Minister Phung Xuan Nha said that the data on the illiteracy rate of ethnic minorities is being reviewed, but the rate of re-illiteracy is increasing.

Regarding textbooks, he acknowledged the delegates' feedback and emphasized that not only for ethnic minorities but also for many localities, when changing the program from knowledge access to implementation methods, there must be preparation in terms of teachers and facilities. Affirming that accessing the new textbook program in mountainous areas is much more difficult, Mr. Nha said that there will be a textbook program and compilation of documents suitable for ethnic minorities.
