Ministry of Culture, Sports and Tourism conducts surprise inspections of festivals in localities

Faced with increasing violence at many festivals and lax festival organization in many localities, the Ministry of Culture, Sports and Tourism said it will regularly send inspection teams to localities.
According to the plan, the inspection teams will work at the festival site first, proactively review everything, collect evidence of violations, and then work with local authorities to promptly correct any violations. This will ensure objectivity in the inspection and examination of the festival organization and management, avoiding local coping.
* On February 26, Minister Hoang Tuan Anh led a delegation from the Ministry of Culture, Sports and Tourism to conduct a surprise inspection of the festival organization in Ninh Binh province. The delegation inspected the organization, reception of tourists, environmental sanitation, security and order, and traffic safety at the Dinh-Le King Temple Relic Site, Bai Dinh Pagoda Cultural and Spiritual Tourism Area, and Trang An Tourist Complex.
Through the field survey, Minister Hoang Tuan Anh initially acknowledged the efforts of the Management Board of the relic sites in strengthening management work with the goal of ensuring the integrity of the relics in accordance with the Law on Cultural Heritage. Regarding the organization of the festival, the organization of the Bai Dinh Pagoda festival was carefully prepared, and up to now, there have been no significant problems. However, there is still a phenomenon of leaving oil drops in the wrong place, and environmental sanitation work in some places is not good.
To prepare well for the 2015 festival season, Minister Hoang Tuan Anh noted that Ninh Binh province needs to be more proactive, strengthen inspection and supervision work, and promptly handle any situations that may arise. Minister Hoang Tuan Anh requested that leaders of Ninh Binh province as well as other localities strictly implement the content "Leaders of ministries, agencies, and localities do not attend festivals unless assigned by competent authorities. Officials and civil servants do not attend festivals during working hours, do not use public vehicles to attend festivals, except in cases of performing tasks according to assigned duties and responsibilities" in the Prime Minister's Official Dispatch on festival management. At the same time, direct officials and party members to comply with regulations on festival management and organization; strictly handle officials and party members who violate the regulations.
* To strengthen the management and organization of festivals in 2015, Hanoi City has just requested the Chairman of the People's Committee of districts, towns to directly direct the management and organization of festivals in the area to ensure the reduction of the frequency of organizing festivals, especially large-scale festivals. At the same time, they are responsible for the plan, program, content, scale, frequency, and time of organization, ensuring the organization of festivals and festivals is economical, effective, avoiding ostentation and waste; in accordance with the cultural traditions of the nation and the customs and practices of each locality.
The city also requires relevant departments, branches and localities to minimize the use of state budget to organize festivals and holidays, not to broadcast live on national and city television without approval from competent authorities, not to abuse live television to mobilize funding for organizing festivals and holidays. Manage the deposit of money for offerings, strictly prohibit the exchange of small change to enjoy the difference in costs, especially in the grounds of relics and festivals.
Heads of departments, branches, sectors, People's Committees of districts, towns are responsible for directing the strict implementation of regulations of the Party, State, and City on festival management and organization. Cadres, civil servants, and public employees must set an example and strictly implement, not using working time or public vehicles to attend festivals, except in cases where they are assigned to perform tasks.
The Director of the Department of Culture, Sports and Tourism, Heads of departments, branches, sectors, and organizations of the city, Chairmen of People's Committees of districts, towns, and cities shall be individually and collectively responsible before the City People's Committee within their scope of management and direction if there are any violations in the management and organization of the 2015 festival./.
