Ministry of Health: Cosmetics containing human-derived ingredients are banned.

The Drug Administration Department of the Ministry of Health has recently issued a document prohibiting cosmetic manufacturing and trading establishments from producing and trading cosmetic products containing ingredients of human origin.

According to official document No. 4555, dated March 12th, signed by Mr. Nguyen Viet Hung, Deputy Director of the Drug Administration Department, Ministry of Health, regarding strengthening the management of cosmetics, the online business of cosmetics is currently taking place freely, lacking management by state agencies.

Products sold online are diverse in type and origin. Besides products that have been officially registered with the competent state authorities, there are also many products advertised as "imported goods," with unclear origins.

In particular, recently, some products advertised as cosmetics contain placenta extract in their formulas; products manufactured using stem cell technology; or products advertised as having effects beyond their intended function.

To ensure user safety, the Drug Administration of Vietnam affirms that ingredients of human origin are on the list of substances not permitted for use in cosmetics.

To date, the Drug Administration of Vietnam has not issued product registration numbers for any cosmetic products containing placenta and stem cells of human origin.

The Drug Administration of Vietnam requests that the Departments of Health in provinces and centrally-administered cities proactively coordinate with relevant agencies to strengthen inspection and supervision of organizations and individuals trading cosmetics online in order to detect and promptly handle illegal cosmetic trading activities, counterfeit cosmetics, and cosmetics of unknown origin.

Provincial and city health departments are stepping up inspections of cosmetic advertisements containing placenta extracts and products manufactured using stem cell technology, and are promptly and strictly handling cases of businesses selling products containing placenta and stem cells of human origin, as well as other ingredients not permitted for use in cosmetics.

The results of inspections, investigations, and handling of violations must be reported to the Drug Administration Department - Ministry of Health before April 15th and must be widely publicized in the mass media to provide consumers with complete information.
