Dismantling drug ring from Lang Son to Nghe An

(Baonghean.vn) - After a period of investigation, realizing that Nghe An and the southern provinces had a high demand for synthetic drugs (MTTH), "boss" Hoang Quan established a drug trafficking line from Lang Son to Vinh City and the southern provinces.

Vinh City Police have just issued a decision to prosecute the case and prosecute the accused: Hoang Van Quan (born in 1990), permanent residence: Gieng village, Tu Mich commune, Loc Binh district, Lang Son and Pham Tien Lam (born in 1985), permanent residence: block 7, Tam Thanh ward, Lang Son city for the crime of illegal drug trafficking.

In early July 2017, Vinh City Police received information that a group of strange people appeared in the city, speaking a northern accent with many suspicious signs. Every time these people were in the area, they met and interacted with drug criminals.

After verifying the information, Vinh City Police identified the ringleaders as being from Lang Son Province, who often brought goods into Vinh City to deliver to dealers there. Realizing that this was a complex ring because the ringleaders were from other provinces, making it difficult to monitor, Vinh City Police leaders established Project 817D and assigned the Drug Crime Investigation Team to fight and eradicate it.

After a period of investigation, using professional measures, the identity and behavior of the subject were quickly "exposed", in which the leader of the ring was Hoang Van Quan (born in 1990), residing in Gieng village, Tu Mich commune, Loc Binh district, Lang Son and his close junior was Pham Tien Lam (born in 1985), residing in block 7, Tam Thanh ward, Lang Son city, Lang Son.

Accordingly, Quan lived in the border area so he often went to China to do business. During these trips, he took the opportunity to buy MTTH from the neighboring country to sell in Vietnam. He hid the purchased drugs on the edge of the forest, and when there were customers, he would return to get them.

Because he knew Lam before, after Lam had just finished serving a 5-year and 6-month prison sentence for illegal drug trafficking, Quan connected with Lam and recruited her to become a henchman for his drug ring.

After a period of operating in the northern provinces, Quan expanded his territory to the southern provinces. Through research, Quan realized that Vinh City, Nghe An and the southern provinces were areas with high demand for MTTH, so he established a drug trafficking route from Lang Son to Vinh City for consumption and used Vinh City as a transit point for goods to Ho Chi Minh City. Through monitoring, the Task Force found that every time Quan went to Vinh City to find partners, at the hotels he stayed, there were criminals from Vinh.

In early August, upon receiving information that the subjects would have a transaction in the middle of the month, the Task Force mobilized forces and means to cut off this drug ring. On August 14, Quan took a bus from Lang Son to Vinh City and then rented a hotel in Le Loi Ward to wait for the transaction. After agreeing on the date, time and location with his partner, Quan ordered Lam to carry the goods from Lang Son to Vinh for the transaction. In the evening of August 15, Lam took a taxi from Lang Son to Vinh City. In the early morning of August 16, Lam arrived at the hotel that Quan had rented earlier, carrying a travel bag in hand, and checked in.

Determining that the opportunity to solve the case had come, the task force mobilized forces to lie in ambush at the hotel Quan was staying at. At 9:00 a.m. the same day, detectives discovered Quan carrying a handbag from the hotel room to the reception desk. When he approached the reception desk, detectives suddenly rushed in and caught Quan red-handed with evidence of 2 plastic bags containing white crystals suspected to be synthetic drugs. At the same time, a task force arrested Lam as he left the room.

At the investigation agency, the white crystals contained in 2 plastic bags were examined and the results showed that they were synthetic drugs, weighing 1.2 kg. Quan and Lam had to bow down and admit their entire criminal acts.

The case is currently under further investigation and expansion./.
