The Law on Irrigation has 9 chapters and 70 articles, regulating irrigation activities; rights and responsibilities of agencies, organizations and individuals participating in irrigation activities, state management of irrigation...
Basically agreeing with the structure and basic contents of the draft law, at the conference, many delegates also contributed comments to adjust and supplement many articles and words to ensure accuracy.
Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee, said that currently, farmers' production is facing many difficulties, so it is necessary to continue to maintain the policy of compensating irrigation fees, and should not regulate the collection of this fee from farmers.
It is also necessary to regulate the responsibility of water quality management for the service organization, because in reality, there were times when salt water was pumped into the fields without anyone taking responsibility for the damage to the people. At the same time, there are regulations on the organization responsible for checking and monitoring the regulation of reservoir water of the hydropower system, ensuring water regulation for the downstream area during the drought season.

Commenting on Article 9 on prohibited acts, Mr. Nguyen Quang Hoa - Vice Chairman of the Provincial Irrigation Association suggested adding a prohibition clause, which is prohibiting the construction of houses within the protection area of irrigation works.
Also related to this issue, Mr. Thai Van Hung - Deputy Director of Nam Irrigation Company said that currently the level of encroachment on irrigation works is very high, affecting irrigation service activities, so it is necessary to regulate the handling of encroachment violations, to avoid the situation where when upgrading irrigation systems, compensation must be paid for violations.

In addition, many delegates also gave comments on irrigation planning; investment in construction of irrigation works; irrigation service activities; rights and responsibilities of organizations, individuals and communities in irrigation activities; procedures for operating irrigation systems, releasing floodwaters from dams and hydroelectric reservoirs; state management responsibilities for irrigation, including People's Committees at all levels; regulations and clear division of responsibilities of agencies managing irrigation and hydroelectric activities...
Based on the feedback from the delegates, the Provincial National Assembly Delegation will study, review and synthesize to report to the National Assembly Standing Committee before bringing it to the National Assembly for discussion at the upcoming 3rd session.
