That is the comment of Mr. Vu Mao - former member of the Party Central Committee, former Head of the National Assembly Office about the letter of Prime Minister Nguyen Xuan Phuc sent to ministries, branches and localities recently.
The Prime Minister requested ministries, branches and localities to promote a high sense of responsibility, dynamism, creativity and determination to successfully implement the goals and tasks set out in the 2019 plan.
Unsatisfied
According to Mr. Vu Mao, in the work of directing and operating, urging, reminding, caring and directing in many different forms are very necessary. This letter from the Prime Minister was sent in the context that we have gone nearly half way through 2019, achieved some achievements, some results, but there are still many difficulties and problems. Therefore, the urging is first of all for all cadres and civil servants to always remember that we cannot be satisfied with the results achieved.
The letter covers a wide range of issues, but requires attention to six main contents, with special attention to the economic sector, the key, fundamental, and vital sector of the country. The letter mentions the issue of removing difficulties, boosting production, and that good production is required for development. That is the top goal and also the first idea of Prime Minister Nguyen Xuan Phuc.
The second point is the market sector. “We are implementing a socialist-oriented market mechanism, in which there are still many issues that are not really clear, so we must continue to research, study, learn, and supplement with policies, laws to better implement, especially in the context of international integration,” Mr. Vu Mao analyzed.
The third issue is about investment, this is a very important area, the foundation for building the infrastructure for the country to continue to move forward. Our investment is now dynamic, diverse, not only state investment as before. But we still cannot avoid difficulties and obstacles such as slow disbursement of public investment, there are aspects that we have not fully anticipated, and have no experience.
According to Mr. Vu Mao, we must have better policies to promote private investment. We must also strictly control enterprises that intend to invest at any cost, because it may leave behind very serious consequences such as environmental pollution.
“There are many problems in the monetary and banking sectors, including black credit, which is not only an economic and social issue. In the letter, the Prime Minister also reminded about this,” Mr. Vu Mao commented.
The Prime Minister also mentioned current issues such as African swine fever... requiring more practical and specific direction from ministries, branches and localities.
Do not ignore pressing social issues
Mr. Vu Mao said that the issues mentioned in the letter sent to leaders of ministries, branches and localities are quite comprehensive, necessary and timely, demonstrating the Prime Minister's decisive style.
Along with that, even issues that the Prime Minister did not directly mention about society, labor, employment, education, health care, etc. should not be neglected. Just because the letter does not mention them, it does not mean we do nothing or neglect them.
Sectors and localities must strictly comply, proactively and seriously review the work they have done and have not done, especially the work they have not done that has caused people to have opinions. For example, the Industry and Trade sector has a number of issues that must be seriously considered and resolved. If people have opinions, they must have a good and attentive attitude to receive them.
“Listening to the people is very important now. For a long time, our thinking has been that of superiors, of leaders. But now we have to innovate, we have to listen to the people, and absorb to do our job better. Recently, these sectors and that sector have been complained about because they did not listen to all the opinions of the people. We have to deal with those cases strongly and seriously,” Mr. Vu Mao expressed.
“There has long been a saying that “the top orders, the bottom doesn’t listen”. Like the recent African swine fever epidemic, the Prime Minister said that it must be considered as a battle, this battle is very fierce, but after a while, some places become negligent. There were cases of dead pigs floating in the river from one locality to another, showing irresponsibility in the direction of the localities. For incidents in their locality, the leaders must go down to the place to resolve them, not just sit on top and give general instructions,” Mr. Vu Mao commented.
Problems must be detected from the grassroots.
According to Mr. Vu Mao, the Prime Minister's letter has sent a signal that the working style must be renewed. Ministries, branches and localities must have a new, more in-depth working style, especially in the context of us celebrating the 50th anniversary of the implementation of President Ho Chi Minh's Testament. Uncle Ho was very close to the people, but many local leaders are not close to the people, that is an issue that needs to be reminded.
Ministries, branches and localities must closely examine their work, find the cause of unresolved issues, problems and difficulties, whether at the grassroots level or due to their own direction, or due to procedural issues, policies, laws...
“There are places where people and businesses cannot do this or that because our documents and circulars from ministries and branches hinder and cause problems. We must detect and overcome them. For a long time, I have seen that local leaders have paid little attention to legal issues, and the problems are only reflected in general terms and not in depth. Problems must be detected at the grassroots level,” Mr. Vu Mao pointed out.
According to Mr. Vu Mao, in response to the Prime Minister's letter, ministries, branches and localities must more frequently report on hot, current issues, issues that make people uneasy, clearly stating the reasons why and how to fix them.
Mr. Vu Mao also requested the Government and the Prime Minister to continue to monitor, direct more closely, and urge more frequently. The letter shows a breakthrough in thinking, direction and leadership methods, but more importantly, the whole system must move, take concrete and practical actions, and successfully complete the goals for the country to develop quickly and sustainably in the coming periods.
