Implementing Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo "On Party Congresses at all levels towards the 14th National Congress of the Party"; Circular No. 13-TT/TU, dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee and guiding documents of the Central and Provincial Party Committee on Party Congresses at all levels for the 2025-2030 term, the Standing Committee of the Party Committees of the provincial Party agencies has urgently issued plans and related documents on organizing congresses of party committees and affiliated party cells towards the 1st Provincial Party Congress of the provincial Party agencies, term 2025-2030.

At the same time, specify the forms of grassroots congresses, creating favorable conditions for units to implement. Establish sub-committees and working groups to serve the congress, clearly assign tasks to sub-committees, ensure synchronous, methodical and effective implementation of the work of preparing and organizing congresses at both grassroots and upper-level levels and at the Party Committee level of provincial Party agencies, demonstrating a sense of responsibility and high determination throughout the Party Committee.

Thoroughly grasping the directions of the Central, Provincial, and Provincial Party Committees on the Party Congresses at all levels for the 2025-2030 term, the leadership and direction of the congresses are identified as the core and continuous tasks of Party Committees at all levels. The Party Committees and Party cells have proactively concretized the plans of the Provincial Party Committees into practical action plans and programs, associated with the functions, tasks and characteristics of each agency and unit; ensuring the organization of the congresses in the right direction, on schedule and with high quality.

The grassroots party congress for the 2025-2030 term took place in the context of the Party Committee and people of the whole province joining hands and making efforts to overcome difficulties and achieve many important, outstanding and comprehensive achievements and results in all fields. At the same time, with the work of arranging the organization and apparatus of the political system, merging commune-level administrative units entering the final stage to smoothly operate the 2-level local government from July 1, 2025, the preparation work for the congress was carried out comprehensively, thoroughly and thoughtfully by the Party Committees and Party cells.

In many ways, Party committees at all levels organize to collect comments on congress documents in a democratic, frank, and intellectual manner, promoting the role and responsibility of cadres and Party members. In the spirit of the Party Committee's political report being the central report, it plays a guiding role for other documents.

The review report of the Party Committee ensures combativeness, promotes the spirit of self-criticism and criticism; correctly, objectively, comprehensively and honestly assesses the results of leadership, direction and implementation during the term. The congress documents of the Party Committees and Party cells have comprehensively and objectively summarized the results of implementing the resolution for the 2020-2025 term, supplemented and promptly updated new policies of the Central Committee, the province and the Party Committee of the provincial Party agencies; forecasted the situation and proposed feasible directions, goals, targets and tasks for the 2025-2030 term with many breakthrough solutions, long-term vision, suitable to the functions and tasks of each agency and unit.

The highlight in the document drafting work of the Party Committees and Party Cells under the Party Committees of the Provincial Party Agencies is the spirit of innovation and creativity. Along with drafting documents for their congresses, the Party Committees and Party Cells have seriously organized discussions and contributed opinions to the draft Political Report to be submitted to the 1st Congress of Delegates of the Party Committees of the Provincial Party Agencies and the draft documents to be submitted to the 14th National Congress of the Party.

The comments were carried out systematically, promoting collective intelligence, with a constructive and responsible spirit, focusing on major contents such as: orientation for national development in the new period; continuing to innovate the Party's organizational apparatus and leadership methods; building a team of cadres at all levels to meet task requirements; perfecting institutions and mechanisms for controlling power; improving the effectiveness of protecting the Party's ideological foundation, preventing and combating corruption, waste, and negativity, etc.

Personnel work for the 2025-2030 term is conducted strictly, in accordance with procedures and regulations, with inheritance, stability and development. The comrades appointed to participate in the Party Committee all ensure political standards, moral qualities, professional capacity, strong political will, and prestige in the agency and unit. Total number of appointed Party Committee members: 110 comrades (re-elected: 95 comrades (86.4%);First time participants: 15 comrades(13.6%); Female: 24 comrades(21.8%); Young (under 42 years old): 8 comrades (chiunmarketablem 7.3%);Average age of Party Committee: 49.2 years old.

The grassroots Party Committee guides and directs the congresses of its subordinate Party cells for the 2025-2030 term to ensure quality and progress. 90/90 Party cells under the grassroots Party Committee have completed their congresses.

With the strong direction of the Party Committee Standing Committee, the sense of responsibility of the congress steering working groups and the efforts of the grassroots Party committees, by July 29, 2025, 12/12 grassroots party organizations under the Party Committee of the provincial Party agencies had completed the congress for the 2025-2030 term as planned.

Propaganda content focuses on clarifying outstanding results in implementing the resolution for the 2020-2025 term, directions and goals for the new term; closely following the Central Committee's orientation and major goals identified in the draft documents of the congresses at higher levels.

In addition to encouraging and spreading the spirit of grassroots congresses, Party committees at all levels pay attention to grasping the ideological situation and public opinion among cadres and Party members; promptly orienting and fighting to protect the Party's ideological foundation in the complex context of the digital media environment. News agencies and newspapers closely follow the situation, actively participate in spreading the results of organizing grassroots Party congresses, creating a vibrant competitive atmosphere to achieve achievements to welcome the first Provincial Party Congress of Party agencies.

Along with the process of directing the grassroots party congress, the Party Committee Standing Committee has simultaneously led and directed the advisory and support agencies of the Party Committee and the sub-committees serving the Congress to fully prepare the contents; focused on propaganda work before, during and after the Congress; grasped and promptly resolved the ideological situation of cadres, party members, civil servants, public employees and workers, creating solidarity and unity; proactively advised on drafting documents to be submitted to the congress.

Identifying the political report as one of the most basic documents of the Party Congress at all levels, with the value of deeply and comprehensively summarizing the results of leadership in implementing tasks in the past term; at the same time, proposing directions, goals, tasks, and leadership solutions for the new term. Especially with the new Party model, the Party Congress takes place with 2 contents, focusing on the draft political report is given top priority by the Party Committee.

Therefore, to ensure the quality of the draft document, the Party Committee Standing Committee has led and directed the Document Subcommittee to properly implement the process and roadmap, and to develop the draft based on the orientations, viewpoints, and guiding ideas of the Central and Provincial Party Committees to include in the document. Determining the term targets based on the functions and tasks of the Party Committee and its subordinate Party organizations with requirements, closely following reality; focusing on emphasizing the goals, tasks, key solutions, and breakthroughs.

The Standing Committee and the Party Committee Executive Committee will maximize the intelligence of the comrade. Collect opinions from grassroots party organizations; seek opinions from advisory agencies assisting the Provincial Party Committee; and from experienced groups and individuals and synthesize them according to the plan. At the same time, the Party Committee Executive Committee will develop a personnel plan for the Party Committee for the 2025-2030 term, ensuring the conditions and standards according to regulations.
