"The policy of limiting the production of burnt clay bricks was introduced when I was the Minister of Construction. Why is there this policy? Because the production of burnt clay bricks requires the use of rice fields. Every year our country produces hundreds of billions of bricks, which will lose thousands of hectares of rice fields, greatly affecting food security. Second, it takes millions of tons of coal to burn, emitting CO2, polluting the environment. Not to mention the outdated technology, the working environment of workers at these brick kilns is very harsh.
Therefore, we reported to the Government and the Government agreed to propose a policy to develop unburnt construction materials to partially replace burnt clay bricks.
But we must have a roadmap to limit the production of burnt clay bricks and calculate the law of supply and demand, the lives of workers and people in rural areas. Because the construction market needs raw materials, when we limit burnt clay bricks, we must have other materials to replace them. Unburned construction materials are new materials, so it takes time for production to stabilize and the market to accept them before they can gradually replace burnt clay bricks that have been used for thousands of years.
The production of bricks from hill soil, riverside soil, waste soil, thermal power plant ash and slag, etc. is a big step forward in technology, helping us protect cultivated areas while still ensuring adequate supply of materials for construction projects. Moreover, this new technology also has the ability to save fuel, increase labor productivity, reduce product costs, create a good working environment, and ensure the health of workers.

“The Prime Minister issued Decision 567/QD-TTg dated April 28, 2010 approving the Program for the development of non-fired construction materials until 2020. The goal is to develop the production and use of non-fired materials to replace fired clay bricks at a rate of 20-25% by 2015, 30-40% by 2020. Thus, in parallel with the production of non-fired construction materials, it is necessary to continue to produce fired clay materials to ensure sufficient construction materials for the market.
Unburnt materials are a new type of advanced, environmentally friendly material that is encouraged to be developed to gradually replace burnt clay bricks at an appropriate rate. Here we need to pay attention to burnt clay bricks, not burnt clay bricks.
Burnt clay bricks are bricks produced by old technology, must use clay (field soil) to ensure a certain degree of plasticity and humidity during production to shape the brick and not crack when fired.
Currently, the new technology is semi-dry technology, the raw materials do not need to be flexible, smooth but can still be pressed, do not need to be dried before entering the kiln, all the heat released during firing is recovered and used in other stages, reducing production costs, especially using hilly land and riverside land, waste land, industrial waste: ash, thermal power slag to produce bricks. This type of brick is called fired clay brick. This is a big step forward in brick production technology".
