Libyan warring factions are getting very close to a peace agreement.

On April 19th in Skhirat, Morocco, Bernardino Leon, the UN Secretary-General's Special Envoy for Libya, stated that negotiations between representatives of Libya's internationally recognized parliament (HoR) and the General National Congress (GNC - the former legislature backed by Islamist forces) were very close to reaching a final peace agreement.

Mr. Leon emphasized that the parties are leaning towards accepting 80% of the draft agreement to establish a national unity government, although there are still some adjustments and points they need to discuss. The parties will return to Libya to begin consultations.

Mr. Leon added that a meeting on security arrangements would be held in the coming days, possibly next week, and called on all parties to engage in direct dialogue.

He also wanted to send a strong message to those who secretly seek to undermine the political process in order to promote a military solution.

For his part, the head of the GNC delegation, Mohamed Saleh al-Makhzoum, said: “The UN mission will give us their response to our comments.”

Meanwhile, Mohamed Chouaib, head of the HoR delegation, stated that significant progress had been made in the dialogue.

Since September 2014, the United Nations has organized several rounds of dialogue between the warring factions in Libya. However, clashes have continued despite agreements on a ceasefire.
