In just the first 15 days of April 2022, Nghe An Police have consecutively dismantled 3 large gambling lines in the form of online lottery recording. The amount of money transacted through these lines is up to hundreds of billions of VND.
Most recently, on April 18, Vinh City Police arrested 12 subjects in a gambling ring.Nguyen Thi Kim Oanh (born in 1979), residing in Nghi Phu commune, Vinh city, Nghe An province, is the leader. For a long time, Oanh has been called the "big sister" in the lottery village in Nghi Phu commune and neighboring areas. From April 11 to 15, Vinh City Police broke up a case and arrested 15 people in a lottery gambling ring led by Ho Thi Hong Ha (born in 1973), residing in Tan Hung hamlet, Hung Loc commune, Vinh city. The arrest of Ha by the police surprised the people of Hung Loc commune and surrounding areas. The subjects often connect with each other to establish a multi-level dealer chain system, with high consensus on methods and tricks to deal with the authorities.
When operating, the subjects stay indoors, minimizing direct transactions. The houses of the ringleaders are often designed like bunkers, with only one entrance and installed with surveillance cameras at many different angles. If they are found suspicious, the subjects are ready to throw or smash phones and computers to destroy evidence. More sophisticatedly, many subjects also use junk SIM cards and non-owner accounts to exchange. After each transaction, all data is deleted, making it quite difficult for the authorities.

A common feature of the networks that have been dismantled recently is that the operators and participants are mainly women. Of the 38 subjects that have just been arrested, 31 are women aged 22 to 64. They are "big brothers" with a reputation in the localities and have criminal records for gambling in the form of lottery and number betting. During the arrest, some subjects showed resistance by scratching, screaming, and making noise; however, with a resolute spirit of fighting crime, the police force has deployed many professional measures to ensure absolute safety for the dismantled projects.
