Policies must be "closer" to ethnic minority mountainous areas
(Baonghean.vn) - That was the issue raised at the discussion session at Group 6 taking place on the afternoon of December 10, within the framework of the 8th session of the 17th Provincial People's Council.
Discussion group No. 6 includes delegates of the Provincial People's Council in the constituencies of Quy Hop, Que Phong and Quy Chau. Delegate Lang Van Chien - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Quy Chau district chaired the discussion.
The draft discussion at Group 6 included delegate Phan Duc Dong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; representatives of leaders of units: Department of Finance, Department of Natural Resources and Environment, Department of Transport, Provincial Inspectorate, Provincial Military Command, Provincial Ethnic Committee, Provincial Women's Union, Vinh Foreign Trade Bank, Provincial State Treasury.

Speaking at the discussion, delegate Le Van Giap - Chairman of Que Phong District People's Committee highly appreciated the results of the socio-economic situation in 2018 and the socio-economic development plan in 2019. However, delegates still have many concerns such as the issue of budget revenue, the Resolution of the Congress proposed from 25 - 30 trillion, by 2019 it proposed nearly 14 trillion, or the average income per capita of the Resolution proposed 70 - 75 million/person/year, but currently it has only reached 38 million/person/year, the level of achieving this target is very low. Delegates recommended that the province needs to have solutions to achieve the set targets.
In addition, the delegate also said that the current resettlement areas have seriously degraded. Meanwhile, the district budget is not enough to invest and arrange for maintenance and repairs, causing frustration among the people. "When the hydropower plant comes into operation, there will be a source of contribution to the state budget, so should we arrange a part to reinvest in repairs and upgrades for resettled people?"

Regarding the priority development policy for ethnic minorities, delegate Ngo Duc Thuan, Chairman of the People's Committee of Quy Chau district, said that the State currently has a mechanism to encourage ethnic minorities to change their careers to develop the economy and society. In Article 6, Decision 38/2018/QD-UBND of the Provincial People's Committee stipulates: Households and individuals submit dossiers for appraisal of land use needs, land lease conditions and permission to change land use purposes (along with the remaining investment policy decision dossiers) at the province's one-stop-shop department...
However, for some households in mountainous and remote areas who need to rent land for business purposes, when implementing this decision, there will be many difficulties and shortcomings in preparing projects, submitting them to the one-stop department and handing them over to investors. The Chairman of the People's Committee of Quy Chau district also requested the Provincial People's Committee to amend the preferential policy for 6 mountainous districts, suitable for each subject and each region.

Concerned about the socio-cultural situation, delegate Lu Dinh Thi, Secretary of the District Party Committee, Chairman of the People's Council of Que Phong district, said: In the issue of hunger eradication and poverty reduction, especially the policies to support ethnic minorities in mountainous areas are still fragmented, small-scale and of low quality. To achieve the set targets, the province needs to have focused and decisive solutions and have separate mechanisms for special areas.

Accordingly, the delegate also said that the production and circulation of counterfeit goods, poor quality goods and the transportation of animal organs of unknown origin in Que Phong are increasingly appearing, causing confusion among consumers. Therefore, the delegate recommended that the authorities take drastic action, provide specific instructions, and strengthen the inspection of food hygiene and safety, especially in mountainous districts.
