* On March 28, the Party Committee of Quynh Loc commune (Hoang Mai town) held its 28th Party Congress, for the term 2015-2020.

After 5 years of implementing the Resolution of the 27th Party Congress of Quynh Loc commune, the Party Committee of Quynh Loc commune has closely followed the Resolution, leading the people to achieve many encouraging results in all fields, with 17 out of 20 targets met or exceeded compared to the Resolution of the 27th Party Congress. The economic structure continues to shift in a positive direction; the average economic growth rate reached 13.04%; average per capita income reached 18.74 million VND/year. The poverty rate decreased to 7.7%.

Social and cultural aspects have made significant progress; essential infrastructure has been prioritized for new construction, such as the People's Committee office building and social welfare facilities, with a total investment of 15 billion VND.

Comrade Doan Hong Vu - Provincial Party Committee member, Secretary of the Town Party Committee, and Chairman of the Town People's Council - delivered a speech at the Congress.

For the 2015-2020 term, with the theme "Unity, responsibility, innovation, development, striving to make Quynh Loc a relatively economically prosperous commune of the town by 2020, achieving new rural standards," the congress unanimously agreed on the following main targets: Average economic growth rate of 12-13%; average per capita added value (in 2020) reaching 45 million VND; average production value of 100 million VND/hectare of cultivated land. The poverty rate will be reduced to 2%; the Party Committee will achieve the status of being clean and strong...

The Congress elected 14 comrades to the Executive Committee of the 28th term, elected the Standing Committee, Secretary, Deputy Secretary, and elected delegates to attend the higher-level Party Congress.

The Party Congress of Quynh Loc Commune is one of three localities/units selected by the Standing Committee of Hoang Mai Town Party Committee as a model congress for the town. Following the Party Congress of Quynh Loc Commune, the Hoang Mai Town Party Committee will organize a conference to review the experience and provide guidance for the congresses of other localities/units throughout the town.

* On March 28th, the Party cell of the Hung Nguyen District Tax Department held its Congress for the 2015-2020 term.

During the past term, the Party branch has led the unit in successfully carrying out political tasks such as exploiting revenue sources, strengthening inspection and auditing work; effectively implementing tax administration reform and work methods; building criteria for cultivating the ethics of tax officials; providing the best public services to taxpayers, creating favorable conditions for businesses to operate, thereby exploiting revenue sources to increase budget revenue.

According to statistics, the average annual budget revenue reached over 70 billion VND, consistently meeting and exceeding targets compared to the plan. Particularly in 2014, budget revenue increased impressively, reaching nearly 87 billion VND, equivalent to 177% of the projected amount.

The Party branch was selected as one of the pilot units for implementing the "Learning and following the moral example of Ho Chi Minh" campaign and received a commendation from the Hung Nguyen District Party Committee. Every year, the Party branch is recognized as a clean and strong grassroots Party organization.

During the 2015-2020 term, the Party branch identified the following goals: effectively implementing tax policies, improving the quality of tax management towards modernizing the tax sector, fulfilling annual budget revenue targets, and maintaining the unit's tradition of consistently achieving outstanding performance for many years.

Speaking at the congress, Comrade Pham Quoc Viet - Standing Deputy Secretary of the Hung Nguyen District Party Committee - praised the continuous efforts and dedication of Party members, officials, and employees of the tax sector, as well as the achievements made during the 2010-2015 term. For the next five years, the tax sector is required to continue pursuing the goal of "collecting taxes correctly, accurately, completely, and promptly"; striving to exceed the statutory target by at least 10%, contributing to maintaining stable growth and sustainable development of the district.

- On March 28, 2015, the Party Committee of Nam Loc commune held its 20th Congress of Delegates for the 2015-2020 term. This was one of three grassroots Party committees selected by the Nam Dan District Party Committee to hold a model congress.

Recognizing its unique and challenging location, being both a mountainous commune and situated within the district's flood-prone area, the Nam Loc Commune Party Committee has continuously innovated its leadership methods, promoting the exemplary leadership of its cadres and Party members. It has focused on leading, directing, and motivating the entire population to uphold the spirit of unity between religious and secular communities, working together in emulation to basically complete the targets set in the Resolution for the 2010-2015 term. This has resulted in continued significant economic growth, a shift in the economic structure in the right direction, rapid development of small-scale industries, services, and trade, especially labor export, with an average per capita income exceeding 18 million VND/person/year.

Starting with 5 initial criteria, after 4 years of building new rural areas with a total mobilized capital of 31 billion VND, including 5 billion VND contributed by the people, by the end of 2014, Nam Loc had met 13 out of 19 criteria, truly transforming the rural landscape of this predominantly Catholic commune. The Party Committee achieved the title of "Clean and Strong" for 4 consecutive years (2010-2013).

Building on the achievements already made, and in a spirit of democracy and unity, the Congress unanimously voted on the main goals and tasks for the next term, aiming to continue developing Nam Loc commune, a Catholic-majority area, comprehensively and sustainably, and to build a strong Party Committee and government in all aspects. The Congress elected the XX term of the Commune Party Committee for the 2015-2020 term, consisting of 15 members, and elected a delegation to attend the District Party Congress for the 2015-2020 term.

* On March 28, 2015, the Party Branch of the Agricultural and Rural Development Bank of Nghi Loc District held its Party Branch Congress for the 2015-2020 term.

During the past term, the Party branch led the unit in implementing many positive solutions, diversifying forms of capital mobilization, doing a good job of propaganda, attracting and caring for customers, managing interest rates flexibly, and taking advantage of the support of the superior bank and departments in the district.

Therefore, by the end of 2014, the total mobilized capital reached over 1,000 billion VND, exceeding the target by 1.99% compared to the Resolution. Outstanding loans reached 704 billion VND, of which loans to agriculture, rural areas, and farmers accounted for over 90%.

During the past term, the Party branch paid attention to the work of developing new Party members, issuing Party membership cards, awarding Party badges, and transferring Party membership. During the term, 3 Party members were awarded 30-year Party membership badges, 8 new Party members were recruited, and 3 comrades received training as prospective Party members.
