Nghe An Motor Vehicle Inspection Center's production lines resume operation
(Baonghean.vn) - After a period of temporary suspension to conduct a review when 13 officers and employees (including 1 director and 2 deputy directors) were arrested, the production lines at 2 facilities of the Nghe An Motor Vehicle Inspection Center have returned to operation.

Previously, in order to stabilize the organization and operation of the Nghe An Motor Vehicle Inspection Center, on February 7, 2023, the Nghe An Department of Transport decided to assign Mr. Nguyen Thai Dong - Deputy Director of this center to temporarily take charge of all activities of the unit. On the same day, the Nghe An Department of Transport issued Official Dispatch No. 349/SGTVT-QLPT&NL directing a number of related issues.
In particular, regarding personnel work, personnel management, and assets, the Department of Transport requested the Nghe An Motor Vehicle Inspection Center to carry out procedures to temporarily suspend officers, civil servants, and employees under the management authority of the center who have committed violations of the law and are being detained by competent authorities according to the provisions of Decree No. 59/2019/ND-CP dated July 1, 2019 of the Government, detailing a number of articles and measures to implement the Law on Anti-Corruption.
Review the existing staff, carry out procedures to arrange and assign work tasks appropriate to professional qualifications and skills, meeting management and operational requirements according to regulations; Comply with legal regulations on human resource management, finance, assets and other tasks of the center.

In addition, the Nghe An Motor Vehicle Inspection Center must review the current production line system, equipment and personnel situation to arrange the inspection line to operate according to regulations, serving the inspection needs of the people. The Department also requires the production line at facility 37-01S to return to operation before February 10, 2023 and at facility 37-02S to return to operation before February 15, 2023.
According to the reporter's records, up to this point, the production lines of both facilities of Nghe An Motor Vehicle Inspection Center have been operating. Of which, facility 37-01S has resumed operations since February 9 and facility 37-02S has resumed operations since February 15. However, instead of vehicles lining up for inspection as before, the number of vehicles coming for inspection is not much.
Mr. Nguyen Thai Dong - Deputy Director of Nghe An Motor Vehicle Inspection Center, who is temporarily assigned to be in charge of this center, said: Currently, the production lines have resumed operation, but the number of vehicles coming for inspection is still not much, because the center's human resources are not enough.
Currently, at this center, in addition to people who bring their cars to be inspected after making an appointment online, there are also people who proactively bring their cars without making an appointment. However, on average, there are only 50-60 cars inspected each day, less than 50% compared to the previous peak period.
On February 5, 2023, the Criminal Police Department, Nghe An Provincial Police coordinated with relevant professional units to temporarily detain 13 subjects, including 1 director, 2 deputy directors, 4 heads of inspection and professional departments; 3 inspection staff of Nghe An Motor Vehicle Inspection Center (facility 37-01S located in Vinh city and 37-02S in Thai Hoa town), and 3 brokers to investigate and clarify the acts of "Receiving bribes" and "Brokering bribes".
On February 13, the Provincial Police Investigation Agency issued a decision to prosecute a criminal case on the crime of "Giving, receiving and brokering bribes" taking place at the two above-mentioned establishments.
