Localities must be held responsible if the Vinh - Cua Lo road is delayed.
(Baonghean.vn) - That is the guiding spirit of the Provincial People's Committee in the implementation plan of the Vinh - Cua Lo road project (phase 1) signed by Vice Chairman of the Provincial People's Committee Le Hong Vinh and just issued.
Vinh - Cua Lo road is a key route of Nghe An, which has been fully funded but is still stuck with site clearance. The route passes through Vinh city, Nghi Loc, Cua Lo, and is 90m wide. This is a vital route connecting Vinh - Cua Lo, creating strong development momentum for the two cities.
To speed up the site clearance progress, the Provincial People's Committee requested investors, departments, branches, Nghi Loc District People's Committee, Cua Lo Town and Vinh City to speed up the work of compensation, support, resettlement, relocation of technical infrastructure works, resolve problems to hand over the site in time; at the same time, direct the implementation of construction to complete the Vinh - Cua Lo road project (phase 1) on schedule.

The Provincial People's Committee requested the Provincial Steering Committee for Compensation, Support and Resettlement to inspect and urge the Compensation Councils for Land Acquisition and Resettlement of localities where the road passes through; report monthly to the Provincial People's Committee to promptly resolve any problems, if any.
In particular, the Provincial People's Committee assigned Nghi Loc District, Cua Lo Town and Vinh City to be responsible before the Provincial Party Committee and Provincial People's Committee if the delay in site clearance affects the project's progress.
Localities must properly manage construction along both sides of the road; coordinate with the Department of Transport to prevent construction and encroachment on cleared land.

For Vinh City, the Provincial People's Committee requested that the Party Committee and authorities with projects implemented in the area prioritize land acquisition and site clearance work and mobilize the entire political system to take drastic action. Prioritize handling obstacles to promptly hand over the site.
Speed up the site clearance for the resettlement areas of hamlets 5 and 21, Nghi Phu commune to hand over to the construction unit for early implementation. Direct the Vinh Urban and Construction Project Management Board and related units to speed up the construction progress of the resettlement areas to ensure completion according to the set requirements.
Mobilize capital to arrange for additional construction area (VND 105,303 billion) so as not to affect project progress.

The Department of Construction shall preside over and coordinate with the Department of Natural Resources and Environment and relevant agencies to survey and select suitable land plots to organize auctions to generate capital for project implementation.

The Provincial People's Committee assigned the Department of Planning and Investment to coordinate with the Department of Transport to work with relevant ministries and branches, advise the Prime Minister to decide to allocate the remaining Government Bond capital for the project (reserve part) to continue implementing the project.
Currently, the provincial budget has allocated 226.8 billion VND for site clearance up to June 30, 2019 and 158.3 billion VND from June 30 to September 30, 2019. According to the report, the current 9m road has been cleared for 8.8 km, with 2 km remaining (0.5 km of agricultural land, 1.4 km of residential land, gardens, 0.1 km of cemetery land).
