(Baonghean.vn) - Emphasizing that the policy of arranging regular police officers to take on the positions of commune police is correct, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee said that localities must be proactive and active in arranging, assigning, and resolving policies for commune police chiefs, not waiting for superiors.
On the afternoon of February 6, 2020, the Provincial People's Committee held a conference to disseminate, thoroughly grasp and implement the leadership and direction policy on arranging regular police officers to take on the positions of commune police in the province.

Reporting at the conference, Colonel Ho Van Tu - Deputy Director of Nghe An Police said that in recent years, the national security situation and social order and safety in the province have been stable. However, along with the growth and development of the socio-economy, many new complex issues related to security and order are arising.
In addition, the State management of security and order associated with administrative reform has increasingly high requirements and demands in the new situation. The above situations place on the Public Security forces an extremely heavy task in ensuring security and order, especially ensuring security and order at the grassroots level (commune level).
As of October 15, 2019, the semi-professional communal police force had 7,487 members. The professional qualifications, understanding and mastery of legal regulations of the semi-professional communal police force are still limited, not meeting the requirements of ensuring security and order, and preventing crime in the new situation.

Originating from the Party's guidelines and the State's policies and laws on building an elite, gradually modern and unified People's Public Security force from the central to local levels in the new situation.In the immediate future, arrange regular communal police in key areas with complicated security and order issues, moving towards unification nationwide after completing relevant legal documents.
To implement the above policy, the Provincial Party Committee Standing Committee issued Directive No. 27-CT/TU and Official Dispatch No. 4433-CV/TU on strengthening the arrangement of regular police officers to take on the position of Commune Police Officer. In which, it emphasized that Party committees and authorities from the province to the commune level must identify the task of arranging regular police officers in communes and towns as a key and urgent political task from now until the end of the term of Party congresses at all levels for the 2015-2020 term.
In Nghe An province, the police force has proactively advised the government to arrange regular police officers in communes and towns where there are vacancies for part-time commune police positions. As of October 15, 2019, 314 regular commune police officers have been assigned to take on commune police positions in 107 communes and towns.

However, specific legal documents have not been issued in a timely manner, leading to many difficulties in implementation; leaders and officials of some provincial departments, branches and sectors, and district People's Committees have not really paid attention and determinedly implemented the policy of assigning police officers to take on the position of commune police officers. The majority of commune police chiefs are currently young and have only received intermediate police training, making it difficult to transfer and assign them to other suitable jobs.
In addition, the arrangement of regular police officers to take on the positions of commune police officers leads to the semi-professional commune police force having concerns, worries, and anxieties, affecting and influencing the task of ensuring regular security and order at the grassroots level.
Based on the above situation and necessity, the Provincial People's Committee issued the "Project on arranging regular police to take on the positions of communal police" to build an increasingly regular police force.
According to the project, the deployment of regular police in communes across the province will be strengthened in 2 phases. Phase 1 (from the date the project is issued until the end of 2020): Deploy regular police in key communes with complicated security and order issues, communes lacking commune police chiefs, and communes in Hoang Mai town and Thai Hoa town. Phase 2 (from January 1, 2021 to December 31, 2025): Strive to complete the deployment of regular police in the remaining communes across the province.

At the conference, leaders of Tan Ky, Do Luong, Tuong Duong, Hung Nguyen districts and the Department of Home Affairs spoke about the difficulties and obstacles in the process of arranging regular police officers to take up the position of commune police officers. Delegates suggested that measures should be taken to remove obstacles to ensure the rights of commune police chiefs and deputy chiefs after being arranged and assigned.
Speaking at the conference, comrade Nguyen Xuan Son said that local authorities must be proactive and active in arranging, assigning, and resolving policies for commune police chiefs, not waiting for superiors. For the remaining problems, the police and internal affairs sectors must coordinate with localities to review and advise the province to ensure the progress assigned by the government. "Party committees at all levels must lead and direct closely, the government must be determined and prioritize this work according to the Central's policy," the Standing Deputy Secretary of the Provincial Party Committee emphasized.
Concluding the conference, comrade Le Hong Vinh - Vice Chairman of the Provincial People's Committee emphasized that this is a correct and consistent policy of the Party, State and Government to build the police force in the direction of "a refined Ministry, a strong province, a comprehensive district and a grassroots commune".

The Vice Chairman of the Provincial People's Committee requested the Department of Home Affairs to promptly advise the Provincial People's Committee on a directive document to resolve difficulties and obstacles in arranging, organizing and resolving policies for the part-time police force in the direction of ceasing to hold the position of commune police chief and holding the position of deputy commune police chief but still being a commune-level civil servant, maintaining the policies according to regulations.
The provincial police prepare regular police personnel to be assigned to work as commune police; absolutely do not leave any area vacant, affecting the security and order situation; coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Board to issue documents to establish commune police Party cells. The Department of Finance advises the Provincial People's Committee to support finance, facilities, means and activities of regular police forces in communes and towns.
