(Baonghean.vn) - On July 14th, districts and towns in the province held the opening of their People's Council sessions to summarize the socio-economic and security-defense situation in the first six months of the year and implement plans for the last six months, as well as decide on a number of important issues within the scope of the People's Council's authority.

In the first six months of 2015, despite numerous difficulties and challenges, thanks to the concerted and effective implementation of leadership and management solutions, the socio-economic situation of Quynh Luu achieved some noteworthy results. Notably, the economic growth rate increased by 7.4%; the total value of production reached over 4,000 billion VND, an increase of 7.06% compared to the same period. The crop structure continued to shift in a positive direction; the area of ​​hybrid and purebred rice with high yield and quality accounted for 90.6%, an increase of 5.2% compared to the same period. Total food production is estimated at over 62,500 tons. Rice production reached 52,160 tons...

Investment was concentrated in 86 projects, with a total value of VND 155.4 billion, a 13% increase compared to the same period last year. Total budget revenue reached over VND 420 billion, equivalent to 66.8% of the plan, a 49.4% increase compared to the same period last year. The socio-cultural sector saw many positive changes. 271 out of 406 villages in the district maintained their status as cultural villages, achieving a rate of 66.75%; 370 out of 406 villages have cultural houses with playgrounds and sports fields; 18 out of 33 communes have basically completed the standard cultural, sports, and information facilities. The 9th-grade student competition ranked 5th in the province. Over VND 2.3 billion was raised for the Fund for the Poor. National defense and security were maintained, and social order and safety were ensured...

Regarding shortcomings in the first six months of the year, the report pointed out: Pre-season planting still occurs; livestock development is slow; outbreaks of shrimp and clam diseases have occurred in some farming areas; land management in some localities still violates regulations; environmental sanitation in some areas is not good; budget management in some localities is still limited. Progress in building standard cultural, sports, and information facilities is slow; the quality of comprehensive education is improving slowly; traffic accidents, although reduced, are still numerous; and the mobilization of internal resources and contributions from the people for building new rural areas in many communes is not yet effective.

To ensure the successful completion of the 2015 plan, in the last six months of the year, the District People's Committee is determined to successfully achieve the 30 socio-economic and environmental targets set forth. This includes focusing on strengthening guidance, supervision, and inspection of the implementation of 2015 tasks in all fields, striving to complete the targets set by the District Party Congress.

Overview of the session

The meeting reviewed the socio-economic and national defense and security results for the first six months of 2015 and set directions and tasks for the last six months of 2015. In the past six months, the socio-economic development of Do Luong district has been stable, with a total production value of 4,300 billion VND, equivalent to 56% of the plan. 130 hectares of new forest were planted, 1,200 tons of cement were allocated for rural road construction, investment was attracted for many important projects, 64 billion VND of construction investment capital was disbursed, land clearance for the investment project to upgrade and expand National Highway 15A through My Son commune was completed, and land was handed over to 30 households for the Cau Dau Embankment project. Budget revenue reached 88 billion VND, equivalent to 76% of the district's allocated budget.

In the socio-cultural field, significant achievements continued, with 19 students winning national-level awards and 256 students winning provincial-level awards. The movement to build national-standard schools continued to be promoted, with 4 more schools recognized as meeting national standards, and 11.6 billion VND raised for school construction. Employment was provided for 2,000 workers, including 600 who were sent abroad for work.

The meeting highlighted shortcomings and deficiencies such as the slow progress in building new rural areas. State management of land and environmental sanitation remains limited, and the rate of issuing and renewing land use right certificates is low. The security, order, and social safety situation is experiencing complex developments.

The tasks for the last six months of the year focus on building new rural areas, paying attention to summer-autumn crop production, strengthening guidance on fire prevention and control, disaster prevention and control, and search and rescue; and promoting emulation movements to celebrate the 20th District Party Congress leading up to the 12th National Party Congress. The Congress adopted a Resolution on addressing issues of concern to voters and a report on the budget revenue and expenditure situation for the first six months of 2015.

At the meeting, delegates heard a report from the Chairman of the District People's Committee, Le Hong Son, on the socio-economic situation in the first six months of 2015 and the tasks and solutions for the last six months of 2015. The economic growth rate reached 14.4%, higher than the provincial average (6.51%). The total value of production (at comparable prices) was estimated at 3,049,630 million VND/6,121,158 million VND, an increase of 15.65% compared to the same period last year, and equivalent to 49.82% of the target set by the District People's Council.

Total budget revenue for the first six months of the year reached VND 29,415 million/VND 56,000 million - achieving 52.5% of the District People's Council Resolution; an increase of 38.93% compared to the same period last year. The socio-cultural sector has seen positive developments. Security and social order have been maintained.

In addition, the report also pointed out several limitations and difficulties that require decisive solutions in the coming period. These include the prolonged hot weather, which poses many risks of pests and diseases affecting crops and livestock, especially buffalo and cattle, causing difficulties in the concentrated livestock farming of the TH Group... The industrial and construction sectors still face many difficulties due to limited capital and slow growth. Services and trade have not developed commensurate with the potential and advantages of the locality. Total investment capital for development in the first six months of the year was low, reaching only 48.47% of the plan, and it is expected that the plan assigned by the province for 2015 will be difficult to achieve. However, the rate of building standard schools and cultural facilities meeting standards is still low compared to the general level of the province. Following this, the District People's Council heard reports on the implementation of the budget plan for the first six months and tasks and solutions for the last six months of 2015; reports on the results of receiving citizens, resolving complaints and denunciations, and the management and exploitation of mineral resources in the first six months and tasks and solutions for the last six months of 2015; a speech by the District Fatherland Front on participating in government building, giving opinions on the overall socio-economic development plan until 2020, and opinions and recommendations of voters to the District People's Council and its representatives.

At the session, Mr. Cao Thanh Long - Member of the Provincial Party Committee, Secretary of the Quy Hop District Party Committee, and Provincial People's Council delegate - presented a summary of the outstanding results of the 14th session of the Provincial People's Council, which took place over three days from July 8-10.

Despite facing numerous difficulties in the first six months of the year due to the impact of the economic downturn, erratic weather patterns with severe cold at the beginning of the season and drought in the middle, thanks to the close leadership and guidance of the Party Committee and government from the district to the grassroots level, the economy, culture, and social affairs of Quy Hop district still achieved considerable growth. Culture and social affairs developed, national defense and security remained stable, and social order and safety were maintained. The total value of production within the district reached over 2,365 billion VND. Agricultural and forestry production met the set plan. The total planted area reached 12,600 hectares, achieving 57.5% of the annual plan. Food production reached over 20,800 tons, an increase of more than 1,709 tons compared to the same period last year.

The value of basic industrial construction reached over 1,360 billion VND, an increase of 10.2% compared to the same period; the value of commercial services reached over 545 billion VND, an increase of 9.7% compared to the same period. Budget revenue in the area reached 60.7 billion VND, achieving nearly 53% of the assigned plan. The total added value compared to 2010 was 1,054 billion VND.

The socio-cultural sectors implemented the planned targets. National defense and security were ensured. Military recruitment reached 100% of the target. Public order and security were maintained; 33 cases of social disorder were detected, with total damages estimated at approximately 550 million VND, and 38 suspects were arrested. There were 13 traffic accidents resulting in 11 deaths and 9 injuries, an increase of 5 accidents, 3 deaths, and 8 injuries compared to the same period last year.

Inspection work related to receiving citizens and resolving complaints and denunciations has been carried out promptly. Since the beginning of the year, there have been 85 instances of citizens coming to file complaints and provide feedback; 81 of these have been resolved, and 4 are still being processed.

The Quỳ Hợp District People's Council session dedicated one half of its time to questioning and answering questions in the assembly hall, focusing on the following issues: The exploitation and processing of minerals still causes environmental pollution, especially turbid water affecting production and the lives of people in the communes with mines. The situation of oversized and overloaded vehicles carrying stone is quite common. A request was made to continue reclaiming land from the forestry farm in the adjacent areas near residential areas to allocate to the people for production. The project to relocate people from landslide-prone areas in Châu Tiến, Châu Thành, and Liên Hợp is progressing too slowly due to a lack of funding; a request was made for the Provincial People's Committee to provide additional cement loans to implement the criteria for building new rural areas…

Recommendations raised at the meeting will be directly addressed and resolved by the relevant department, contributing to Quỳ Hợp's efforts to achieve and surpass socio-economic development targets in 2015.
