(Baonghean.vn) - On the morning of April 8th, localities continued to hold Party congresses for the 2010-2020 term.

* On April 8th, the Party Committee of Dien Cat commune held its 31st Congress of Delegates for the 2015-2020 term. This is the only unit in Dien Chau district that piloted the direct election of the Standing Committee, Secretary, and Deputy Secretaries.

During the 2010-2015 term, Dien Cat's economy developed steadily, with an annual growth rate of 13-15%. Total social income reached nearly 167 billion VND, achieving 110% of the planned target, and per capita income reached 22.8 million VND by 2015. The poverty rate was 5.03%, a decrease of 22.3% compared to the beginning of the term. Over the past term, the commune also mobilized the people to participate in the new rural development movement, achieving 14 out of 19 criteria to date. The fields of culture, information, and sports were also emphasized; in the past five years, the commune established one new cultural village and one cultural clan, with the percentage of cultural families reaching nearly 88%, an increase of nearly 6% compared to the beginning of the term. Security and national defense were maintained.

During its term, the Dien Cat Commune Party Committee admitted 26 new party members, bringing the total number of party members to 392. The mass organizations consistently performed their duties well.

* On the morning of April 8th, Quynh Giang commune, Quynh Luu district, held its XXIV Party Congress for the 2015-2020 term.

Over the past five years, despite facing many difficulties, under the leadership of the Party Committee, the management and administration of the government, the close coordination of the Fatherland Front and other mass organizations, and the unity, efforts, and dedication of the Party Committee and the people, Quynh Giang commune has achieved tremendous and significant successes in all fields. The total value of agricultural production in Quynh Giang commune is estimated at 67.5 billion VND. Production efficiency per unit area has increased rapidly from 73.6 million VND/ha in 2011 to an expected 85.2 million VND/ha in 2015, reaching 112% of the congress's target. Some areas of winter crops have achieved high economic value of 140-150 million VND/ha/year. The total number of buffaloes and cattle is projected to reach 981 by 2015, pigs 1120, and poultry over 31,500. In the context of building new rural areas, Quynh Giang has met 15 criteria. The quality of education is continuously improving; from 2011 to 2015, 258 students from Quynh Giang commune were admitted to universities and colleges, a 66.5% increase compared to 2010.

It will promote democracy, maintain discipline, strengthen unity, and build strong organizations within the political system.

In the spirit of focused and democratic congress proceedings, after more than a day of voting, delegates elected 14 comrades to the Executive Committee of the commune's Party Committee, 25th term, 2015-2020.

On the morning of April 8th, the Party Committee of Quynh Thuan commune, Quynh Luu district, solemnly held its 29th Congress of Delegates for the 2015-2020 term. Attending and directing the Congress were Comrade Le Duc Cuong – Provincial Party Committee member – Secretary of the District Party Committee, Comrade Pham Van Vinh - Head of the District Police, and representatives from various departments of Quynh Luu district.

During the 2010-2015 term, under the attentive leadership of the Quỳnh Lưu District Party Committee, People's Council, and People's Committee, along with the spirit of unity and leveraging the internal strengths of the people, the Quỳnh Thuận Commune Party Committee successfully led the people in implementing socio-economic development, national defense, and security tasks. Over the five years, the total production value reached over 187 billion VND, a 2.03-fold increase compared to 2010; the average annual growth rate was 14.96%, the economy shifted in the right direction, and the average income in 2015 reached 22.43 million VND per person per year.

Overview of the congress

The socio-cultural sector has seen many positive changes. Emphasis has been placed on improving the quality of education at all three levels; healthcare for the people has received increasing attention, with the health station achieving national standard level 2; national security and defense have been maintained; the new rural development program has been actively supported by the people, and by the end of 2014, Quynh Thuan commune had achieved 13 out of 19 criteria and is striving to complete the program by 2018.

Party building work has received special attention from the commune. In the past five years, 26 new Party members have been admitted, and the commune's Party Committee has consistently maintained the title of exemplary, clean, and strong Party Committee for four consecutive years from 2011 to 2014.

It should improve the quality of education, healthcare, and culture, effectively implement democratic regulations, and maintain political stability. A breakthrough in economic development is needed, with particular attention to the exploitation of aquatic resources and salt production, strengthening unity to maintain the title of a clean, strong, and exemplary Party Committee, successfully implementing the New Rural Development program, and making Quynh Thuan a leading unit in the district.

The Congress elected 15 comrades to the Executive Committee of the Commune Party Committee for the 29th term; and elected 5 comrades with sufficient moral character and qualifications to the Standing Committee of the Commune Party Committee for the 2015-2020 term.

Nhu Thuy

On April 8, 2015, the Party Committee of the Military Command of Tuong Duong District held its 8th Congress for the 2015-2020 term.

Over the past five years, the Military Party Committee of Tuong Duong District has done a good job advising the District Party Committee and the People's Committee on the implementation of national defense and security tasks in the area. It has focused on implementing resolutions and directives of the Politburo and the Prime Minister on the "Strategy for National Defense in the New Situation"; "Building provinces and centrally-administered cities into solid defense zones in the new situation," etc. It has implemented the task of building a comprehensive and strong defense zone, and secure, self-reliant, and combat-ready clusters. Annually, it has advised the District Military Council on the successful recruitment of soldiers, delivering 365 recruits to various units during the term, achieving 100% of the target.

* On the morning of April 8th, the Party Committee of the Cua Lo town military unit held its 6th Congress for the 2015-2020 term. This was the last model congress organized by the Cua Lo town Party Committee.

During the past term, the Party Committee of the Cua Lo Town Military Command has implemented many policies and measures to effectively lead and direct the implementation of local defense and military tasks; actively advising the Town Party Committee and the Town People's Committee on leading the implementation of military and defense tasks in a comprehensive, in-depth, and effective manner. Implementing the Resolution of the 29th Party Congress of the commune, through unity and solidarity, dynamic and creative measures in leadership and management by the Party Committee and government, coordination of the Fatherland Front and political and social organizations and the people, the local economy continues to grow and develop quite well. The growth rate in 2015 is expected to reach 8.08%. The total value of production in 2015 is estimated at over 264 billion VND, an increase of 76.3% compared to 2010. The average per capita income is 20.2 million VND/year. The average production value per hectare of cultivated land is 62.4 million VND. The total food production in 2015 is expected to reach nearly 4,500 tons.

To date, the commune has 21 out of 21 villages with a public address system, and the rate of culturally exemplary families has reached 83%, an increase of 6.9% compared to 2010. Over the past five years, Quynh Chau has had 6 students win national awards, 88 students excel at the provincial level, 609 students excel at the district level, 351 students admitted to universities and colleges, and 3 schools meeting national standards. In the field of new rural development, the people have contributed 625 million VND to build infrastructure and construct rural roads. Currently, the commune has achieved 12 out of 19 criteria and is striving to complete all 19 criteria by 2018.

Hong Dien - Viet Hung

* On April 8, 2015, the Party Committee of Hung Xa commune (Hung Nguyen district) held its 29th Congress for the 2015-2020 term. This was the first commune-level Party Committee to hold a congress, and it was selected by the Standing Committee of the Hung Nguyen District Party Committee as a model congress for electing the Standing Committee, Secretary, and Deputy Secretary at the congress.

Overview of the congress

During the 2010-2015 term, under the leadership of the Party Committee, Hung Xa commune leveraged the strength of national unity, focusing all resources to successfully achieve the goals and tasks set forth by the 28th Party Congress. The political system was strengthened, and national defense and security were maintained. In economic development, Hung Xa achieved significant accomplishments: Total production value reached over 69.9 billion VND; annual budget revenue was 6.5 billion VND; average per capita income reached 25 million VND in 2014; and the poverty rate decreased to 4%. The emulation movement for building new rural areas was widely implemented. In the past five years, the commune invested 34.4 billion VND in constructing 16 infrastructure projects, a tenfold increase compared to the previous term. To date, Hung Xa has achieved 17 out of 19 criteria and is striving to complete the new rural area program by the end of 2015.

The Congress devoted considerable time to discussing and formulating the goals and directions for the 2015-2020 term; it elected the 29th Party Committee Executive Board, consisting of 13 members. The Congress elected Comrade Ngo Xuan Canh as Secretary of the Party Committee and Comrade Le Xuan Que as Deputy Secretary; and elected 5 delegates to attend the district Party Congress for the 2015-2020 term.
