By 2020, successful development will see breakthroughs in the marine and coastal economy, such as: oil and gas exploration and processing; maritime economy; seafood exploitation and processing; marine tourism and island economy; construction of economic zones, concentrated industrial zones and export processing zones along the coast associated with the development of coastal urban areas...
- Strategic orientation for national defense, security, and foreign policy:
The fundamental long-term task is to firmly protect and manage national sovereignty, sovereign rights, and jurisdiction in the seas, continental shelf, the Hoang Sa and Truong Sa archipelagos, and other archipelagos under Vietnam's sovereignty. The immediate task is to protect the integrity of national sovereignty and interests in the seas and islands, and to maintain peace, stability, and cooperative development.
