On April 14th, at the Provincial Military Command Headquarters, the Party Committee of the Logistics Department - Provincial Military Command Headquarters held its Party Congress for the 2015-2020 term.
Colonel Luong Hong Phong, Deputy Secretary of the Party Committee and Political Commissar of the Provincial Military Command, attended and directed the Congress.
During the past term, the Party Committee of the Logistics Department successfully implemented the set targets and resolutions. It effectively carried out the No. 12 military-civilian medical cooperation program at the grassroots level, organizing the distribution of free medicine to over 1250 people in Nam Giai commune, Que Phong district and Huu Kiem commune, Ky Son district. It also secured funding and equipment to build and operate a military-civilian medical clinic, ensuring a health rate of 99.1% for its personnel. Furthermore, it advised the Party Committee and the Provincial Military Command on the implementation and completion of many important projects and works, ensuring quality and timeliness. It also promoted political education and ideological guidance, linking it with the "Learning and following the moral example of Ho Chi Minh" campaign, tailored to the specific conditions of the agency, unit, and the responsibilities of Party members.

With the achievements made during the past term, 2015-2020, the Party Committee of the Logistics Department has set the following tasks and objectives: To fully and promptly implement resolutions and directives from all levels; to proactively advise local Party committees, authorities, and the Provincial Military Party Committee on effectively carrying out local defense and military tasks; to effectively implement the emulation movement "The Army's Logistics Sector follows the teachings of Uncle Ho" combined with the implementation of Directive 03 of the Politburo on continuing to study and follow the moral example of Ho Chi Minh and Resolution 4 of the 11th Central Committee.
Building a strong Party Committee within the department, with high political strength, overall quality, and combat effectiveness; establishing a regular, exemplary, and truly outstanding Party Committee within the Provincial Military Party Committee; ensuring that Party branches and Party committees achieve the "clean and strong" status annually; and that logistics agencies and units are comprehensively strong. * On April 13th and 14th, 2015, the Party Committee of Regiment 3 (Division 324) held its 20th Congress of Delegates for the 2015-2020 term. Attending and directing the Congress was Colonel Le Tat Thang, Deputy Secretary of the Party Committee and Division Commander, along with 100 delegates elected from the Party branches and subordinate Party committees.

During the past term, the Party Committee of Regiment 3 successfully led the completion of the goals and targets set forth in the Resolution of the 19th Party Congress. The overall quality, level, and combat readiness of the Regiment have been enhanced, enabling it to successfully complete all tasks when situations arise. The morale of officers and soldiers remains stable, and they are ready to receive and successfully complete their assigned tasks. Logistics and finance have been consistently maintained and developed, ensuring the smooth running of the Regiment's missions. A good reserve of logistical materials has been ensured for combat readiness, regular tasks, and unexpected missions of the unit. The implementation of the "50 Campaign" has been deepened, especially regarding military safety and traffic safety.

Information and propaganda work, linked to activities commemorating major holidays of the Party, State, army, and unit, has been intensified. The Party committee and commanders have consistently paid attention to and innovated the content, form, and methods of these activities, promptly serving to improve the material and spiritual lives of officers and soldiers. The emulation and reward system and the "Determined to Win" emulation movement have undergone many practical innovations, creating motivation to successfully fulfill political tasks and build strong and comprehensive units (during the past term, 2,652 individuals and 277 collectives received awards).

At the Congress, delegates pointed out the strengths, weaknesses, and achievements in the implementation of tasks during the 19th term. The Congress unanimously agreed on the direction for the 2015-2020 term, focusing leadership and guidance on improving the quality of training and combat readiness; promoting regularization, discipline, ensuring military safety and traffic safety; enhancing the leadership capacity and combat strength of Party branches; and promoting the exemplary role of leading cadres at all levels.
The Congress elected the 20th Executive Committee for the 2015-2020 term, consisting of 15 members, and elected a delegation of 30 members, including 3 alternate delegates, to attend the Division Congress for the 2015-2020 term.

During the 2010-2015 term, the Party Committee and people of Kim Son town strived with determination to successfully implement the resolutions set forth by the 6th Party Congress. As a result, they achieved many high results in all fields. The economy continued to grow at a considerable pace, and the economic structure shifted positively and in the right direction, focusing on developing business activities, trade services, small-scale handicraft production, and construction.
The average growth rate is estimated at 93.2 billion VND, of which the trade and service sector accounts for 61.2 billion VND. The average per capita income has increased to 34.2 million VND/year. In addition, investment in infrastructure development has been prioritized, resulting in a more modern and attractive town that meets the needs of local socio-economic development. The movement for building a cultured life in residential areas has been widely implemented, with 60% of families achieving the "cultured family" status, and 9 blocks and 4 schools achieving the "cultured unit" status, fulfilling the targets set in the resolution. With these achievements, the Party Committee has been recognized as a clean and strong Party Committee for five consecutive years.

During the 2015-2020 term, the Party Committee of Kim Son town will continue to lead and manage with high determination to successfully achieve the goals set forth in the resolution. It will accelerate economic growth and restructuring towards increasing the value of production, trade services, and small-scale industries. Of these, trade services will account for 75-77%, while small-scale industries and construction will account for 23-24%. Emphasis will be placed on socio-cultural development, with 83% of families achieving the "Cultural Family" status and two schools meeting National Standard Level 2.
In a democratic and frank spirit, the delegates focused their discussions on the political report of the Party Committee; contributed opinions to the draft political report of the District Party Committee, and the personnel plan for the 21st term of the District Party Committee. The delegates elected 15 comrades to the 7th Executive Committee and 10 delegates to attend the 21st Congress of the Que Phong District Party Committee.
