Forms of commenting on the Draft Documents of the 13th National Party Congress
People discuss and contribute opinions directly at conferences to collect people's opinions, regular activities of socio-political organizations, seminars, scientific forums or through the mail and newspaper system.
On October 19, the entire Draft Document was submitted.13th National Party Congresshas been posted on the mass media to solicit public opinion.
According to Instruction No. 151 of the Central Propaganda Department on the announcement and collection of public opinions on the Draft Documents to be submitted to the 13th National Congress of the Party, the organization of discussions and collection of public opinions on the Draft Documents will be conducted from October 20, 2020 to November 10, 2020.

Through the mail and newspaper system: People can send letters of comments to Party committees at all levels and to the press agencies of the Central Government, local Party committees, departments, ministries, branches, socio-political organizations.
Synthesis of public comments on the DraftDocumentsThe XIII Party Congress is implemented according to Instruction No. 60 of the Central Party Office. Specifically, regarding the synthesis of opinions from the Vietnam Fatherland Front and socio-political organizations: The Vietnam Fatherland Front and socio-political organizations organize to collect opinions according to the vertical system and each organization is responsible for synthesizing opinions and sending them to the Central Committee for Mass Mobilization.
The Central Committee for Mass Mobilization synthesizes opinions from the Vietnam Fatherland Front and socio-political organizations at all levels (including conferences and seminars organized by the Vietnam Fatherland Front and socio-political organizations) and sends them to the Central Executive Committee (via the Central Party Office) before November 20, 2020.
Regarding the synthesis of people's opinions through newspapers and letters, for the grassroots level (commune, ward, town): The Party Committee directs the organization to receive letters sent directly to the unit; assigns focal points to collect people's opinions through letters and prepares a summary report to send to the Standing Committee of the district (district, town, city Party Committee) through the Propaganda Department of the district (district, town, city Party Committee).
For districts (counties, towns, cities directly under provinces and cities): The Party Committee directs the organization to receive letters sent directly to the unit; assigns the Party Committee's Propaganda Department to be the focal point for collecting people's opinions and contributions via letters, at the same time synthesizing reports from subordinate grassroots units and preparing a summary report to send to the Standing Committee of the Provincial Party Committee and the City Party Committee through the Propaganda Department of the Provincial Party Committee and the City Party Committee.
For provinces and centrally run cities, the guidance clearly states that it is recommended that the Provincial Party Committee and the Central City Party Committee direct the organization to receive letters sent directly to the units, and at the same time synthesize reports from the subordinate district-level units; assign the Provincial Party Committee and the City Party Committee's Propaganda Department to be the focal point to collect people's opinions via letters and prepare a summary report of the Provincial Party Committee and the City Party Committee to send directly to the Central Propaganda Department before November 13, 2020. In addition, people's opinions via letters sent directly to the Provincial Party Committees and the Central City Party Committees will be synthesized into a content in the Summary Report of the Provincial Party Committee and the City Party Committee sent to the Central Executive Committee (received through the Central Party Office) before November 20, 2020.
Local Party press agencies organize to receive people's comments and contributions via letters sent directly to agencies and units; synthesize comments and contributions and send them to the Central Propaganda Department before November 13, 2020.
The Central Party Committees, the Central Party Office, the Central Inspection Commission, the Party Committee of the Central Agencies Bloc, and the Party Committee of the Central Enterprises Bloc receive people's opinions and contributions via letters sent directly to agencies, units, and to Party and State leaders; and collect and send them to the Central Propaganda Department before November 13, 2020 for synthesis.
Central ministries, branches and mass organizations receive letters of comments sent directly to agencies, units and leaders of the Party, State, ministries, branches and mass organizations at the central level; develop a report summarizing people's comments via letters and send it to the Central Propaganda Department before November 13, 2020.
The Ministry of Foreign Affairs directed Vietnamese representative agencies abroad to organize the reception of letters of comments from overseas Vietnamese on the Draft Documents to be submitted to the 13th National Party Congress and to prepare a report summarizing comments and send it to the Central Propaganda Department before November 13, 2020.
Central press agencies and press agencies of central departments, ministries, branches and organizations receive letters sent directly to the unit; prepare a report summarizing people's opinions in the press and send it to the Central Propaganda Department before November 13, 2020.
The Central Propaganda Department synthesizes people's opinions in the press and letters sent directly to the Central Government, to be completed before November 20, 2020.
