Congresses of the Nghe An Provincial Party Committee (from 1930 to the present)

(Baonghean) - NIn 1930, when the Communist Party of Vietnam was founded, the Nghe An Provincial Party Committee was also established. Since then, the Nghe An Provincial Party Committee has continuously strengthened and developed through its congresses. Nghe An Newspaper would like to briefly introduce the Provincial Party Congresses from 1930 to the present.

Congress of 1930

Following the events of September 12, 1930, the Nghe Tinh Soviet movement continued to develop. The first Party Congress of Nghe An province took place in Dong Xuan village, Xuan Lieu commune, Nam Dan district, now part of Xuan Tuong commune (Thanh Chuong district). A seven-member Executive Committee was elected, with Comrade Nguyen Tiem elected as Secretary.

Congress of 1938

In April 1938, in response to the need to widely unite all strata of the people to carry out the national democratic struggle movement, a Congress was held in Dong Chu village, now part of Nghi Truong commune (Nghi Loc district), with 30 delegates. A seven-member Executive Committee was elected. Comrade Nguyen Duc Duong was elected Secretary.

Congress of 1945

Inaugurated on November 3, 1945, in Yen Dung Thuong village (Hung Nguyen), now part of Hung Dung ward (Vinh City), with 23 delegates, the Congress decided on many measures to combat famine, illiteracy, and foreign invasion. Five members were elected to the Executive Committee. Comrade Nguyen Xuan Linh was elected Secretary.

Congress of 1946

In the atmosphere of preparing for the resistance war against the French colonial invaders, on November 3, 1946, the Congress opened in Yen Dung village (Hung Nguyen), now part of Hung Dung ward (Vinh City), with 45 delegates. A 17-member Executive Committee was elected. Comrade Ho Viet Thang was elected Secretary.

Congress of 1948

Inaugurated on January 6, 1948, in Vinh Yen hamlet, Linh Son commune (Anh Son district), the Congress set forth the goal of actively preparing for a protracted resistance war leading to victory; and promoting the development and consolidation of the Party organization. A Central Committee was elected, consisting of 22 full members and 3 alternate members. Comrade Ngo Xuan Ham was elected Secretary.

Congress of 1949

Amidst the vibrant atmosphere of the patriotic emulation movement, from April 15th to April 29th, 1949, the Congress was held in Thanh Cat commune (Thanh Chuong district) with 334 delegates. Comrade Minh Chau was elected Secretary.

Congress of 1950

Inaugurated in mid-May 1950 in Dien Cat commune (Dien Chau district), with 300 delegates, the Congress defined its tasks: "To strive to build up forces, protect the rear, and mobilize all human and material resources to supply the front lines." 29 members were elected to the Executive Committee. Comrade Minh Chau was elected Secretary.

Congress of 1951

Held in August 1951 in Quang Thanh commune (Yen Thanh district) with 289 delegates, the Congress set the goal of building Nghe An into a solid rear area, fulfilling its role as a rear base for the front lines. 25 members were elected to the Executive Committee. Comrade Minh Chau was elected Secretary.

Congress of 1959

Held from March 15th to 23rd, 1959, in Vinh, with 180 official delegates and 74 observers, the Congress resolved to complete the three-year plan ahead of schedule. It elected 33 official members and 8 alternate members. Comrade Vo Thuc Dong was elected Secretary.

Congress of 1960-1961

The Congress took place in two rounds. Round 1, from June 24 to July 1, 1960, in Vinh, with 260 delegates. Round 2, from March 20 to March 30, 1961, also in Vinh, with 238 official delegates and 87 observers, focused on the tasks of the first five-year State plan. A Central Committee was elected, consisting of 31 official members and 8 alternate members. Comrade Vo Thuc Dong was elected Secretary.

Congress of 1963

Held from August 12th to 21st, 1963, in Vinh, with 254 official delegates and 32 observers, the Congress discussed two key issues: strengthening economic management and development; and strengthening the Party's leadership. A Central Committee was elected, consisting of 29 official members and 4 alternate members. Comrade Vo Thuc Dong was elected Secretary.

Congress of 1972

To cope with the second bombing campaign against North Vietnam by the US imperialists and the successive natural disasters, the Congress opened in Thuong Son commune, Do Luong district from April 15th to April 25th, 1972, with 350 delegates. A 37-member Executive Committee was elected. Comrade Nguyen Sy Que was elected Secretary.

Congress of 1976-1977(9th term)

The Congress was held in the context of the merger of Nghe An and Ha Tinh provinces into Nghe Tinh province. From November 12-21, 1976, the first round was held in Vinh City with 674 official delegates and 70 observers. The second round, from May 9-12, 1977, also in Vinh, included 648 official delegates and 70 observers. A new Executive Committee was elected, consisting of 39 official members and 6 alternate members. Comrade Nguyen Sy Que was elected Secretary.

Congress of 1979 (10th term)

Held from December 12th to 17th, 1979 in Vinh, with 321 official delegates and 33 observers, the Congress outlined three urgent tasks: Boosting production, stabilizing and ensuring the people's livelihoods; strengthening national defense and security, being ready to fight against aggression and protect the Fatherland; and resolutely combating and overcoming negative aspects in socio-economic activities. A Central Committee was elected, consisting of 45 official members and 4 alternate members. Comrade Truong Van Kien was elected Secretary.

Congress 1982-1983 (11th term)

The congress took place in two rounds. Round 1 was held from August 11th to January 18th, 1982, in Cua Lo, with 498 official delegates. Round 2 was held from March 22nd to 26th, 1983, in Vinh City with 485 official delegates and 49 observers. The congress resolved to address the people's living conditions based on the development of food and agricultural products. A new Executive Committee was elected, consisting of 51 official members and 4 alternate members. Comrade Nguyen Ky Cam was elected Secretary.

Congress of 1986 (12th term)

Held from October 29th to November 3rd, 1986, in Vinh City, the Congress included 617 official delegates and 63 observers. The Congress discussed the renewal of thinking, comprehensive reform in all areas of socio-economic development, national defense and security, and Party building along with the political system. A new Executive Committee was elected, consisting of 51 official members and 16 alternate members. Comrade Nguyen Ky Cam was elected Secretary.

Congress 1991-1992(13th term)

The Congress took place in two rounds. Round 1 was held from April 23-28, 1991, in Vinh City, with 493 official delegates and 9 alternate delegates. Round 2 was held from February 27-29, 1992, also in Vinh City, with 367 official delegates and 43 observer delegates. A 49-member Executive Committee was elected. Comrade Nguyen Ba was elected Secretary. Prior to this, on August 12, 1991, the National Assembly (8th term) decided to divide Nghe An - Ha Tinh province into two provinces: Nghe An and Ha Tinh.

Congress of 1996 (14th term)

Held from May 8th to 11th, 1996, in Vinh City, the Congress included 347 delegates. The Congress expressed its determination to lift Nghe An out of poverty and create a solid foundation for development in the following years. A 49-member Executive Committee was elected. Comrade Nguyen Ba was elected Secretary.

Congress of 2001 (15th term)

The Congress opened on January 17, 2001, in Vinh City with 400 delegates. The Congress set forth the resolution to “Strive to increase provincial GDP by 1.6-1.65 times by 2005 and per capita income by at least 1.5 times compared to 2000, creating a solid foundation to lift Nghe An out of poverty by 2006-2010.” A 49-member Executive Committee was elected. Comrade Truong Dinh Tuyen was elected Secretary.

Congress of 2005 (16th term)

Held from December 8th to 11th, 2005, in Vinh City, with 400 delegates, the Congress set the following goals: “To unite and strive to lift Nghe An out of poverty and underdevelopment by 2010; to fundamentally become an industrial province by 2020; to build Vinh City into the economic center of the North Central region, and to resolutely make Nghe An one of the leading provinces in the country.” A 59-member Executive Committee was elected. Comrade Nguyen The Trung was elected Secretary of the Provincial Party Committee.

Congress of 2010 (17th term)

Held from September 15th to 17th, 2010 in Vinh City, with 450 delegates, the Congress set the overall goal: “To continue to improve the leadership capacity and fighting strength of the Party; to strengthen unity and cohesion; to make Nghe An a relatively prosperous province in the Northern region by 2015; to create a foundation for becoming a basically industrial province by 2020; and to strive to build Vinh City into the economic and cultural center of the North Central region.” A 65-member Executive Committee was elected. Comrade Phan Dinh Trac was elected Secretary; Comrades Tran Hong Chau and Ho Duc Phoc were elected Deputy Secretaries.
