The leaflets, which criticize leader Kim Jong-un for putting nuclear weapons before the well-being of the North Korean people, were dropped from the border city of Paju.
The leafleting, organized by North Korean defector Park Sang-Hak, comes amid heightened military tensions on the Korean peninsula following Pyongyang's fifth and largest-ever nuclear test on September 9.
