Wards in Nghe An prepare plans to evacuate people before storm No. 10 makes landfall.
Faced with the complex developments, strong intensity and fast movement of storm No. 10 (Bualoi), the authorities of Thanh Vinh, Vinh Hung, Vinh Phu wards... (Nghe An) have urgently deployed many synchronous measures, prepared plans to evacuate people in vulnerable areas, determined to ensure the safety of people's lives and property.
In Thanh Vinh ward, on the afternoon of September 27, ward leaders directly inspected storm response work at many key points including: Vinh Ga Market, Cua Nam pumping station, block 2 Cua Nam, building D2, block 10, block 7, block 8 and Quang Trung market...
Through inspection, the ward leaders requested the grassroots forces to maintain 24/7 duty, proactively check the drainage system, support roofs, signs, and trees; and closely monitor low-lying areas at risk of flooding.

Mr. Nguyen Sy Dieu - Chairman of Thanh Vinh Ward People's Committee said that the evacuation plan is ready, especially for households in the old Quang Trung apartment building, which is considered to be at the highest risk. If the storm continues to develop complicatedly, the ward will immediately activate the evacuation plan, bringing people to safe shelters. At the same time, local forces and people have urgently cleaned up trash, cleared sewers, secured awnings and billboards, trimmed trees, and prepared rescue vehicles.

The leader of Thanh Vinh ward also emphasized that because this is a storm expected to be of strong intensity, all situations must be handled promptly, absolutely not to be surprised; at the same time, strengthen propaganda and mobilize people to raise vigilance and be ready to evacuate when notified.
It is known that during storm No. 5 at the end of August 2025, Thanh Vinh ward proactively evacuated thousands of residents in the old Quang Trung apartment complex and collective housing areas to safe places, thereby preventing damage to people and property when the storm hit.

In Vinh Hung ward, although the storm has not yet made landfall, heavy rain before the storm has caused localized flooding in many residential areas and agricultural production areas. According to statistics, there are about 40 households in blocks 7, 5, 13 and 14 (Quan Bau area, old Nghi Kim) located in deep flooded areas, at high risk of insecurity and in the group that must be evacuated if the storm increases in intensity.

Vinh Hung ward authorities said that the locality has notified households to be ready to evacuate, and will complete the evacuation by 2:00 p.m. on September 28 at the latest depending on the storm's developments. A specific list of each household has been made, and local forces are ready to support, giving priority to families with the elderly, children and pregnant women. At the same time, the ward also directed the urgent dredging of canals, reinforcement of electricity and water systems and preparation of facilities to welcome evacuated people.

In Vinh Phu ward, heavy rain on September 27 caused many roads in the area to be partially flooded, the most serious of which were the 72m road and the Le Nin Avenue section in front of Nghe An General Hospital. In this situation, the ward authorities urgently deployed forces to dredge and clear the drainage canal system, and at the same time re-examined points at risk of congestion to minimize flooding.

Notably, in Block 18, Nghi Phu, there are about 80 households living in low-lying areas, many of which are level 4 houses built long ago, posing a potential risk of being unsafe if a big storm hits. The ward People's Committee has developed a plan to evacuate people to a safe place.
Mr. Nguyen The Than - Chairman of Vinh Phu Ward People's Committee said: The locality has worked with the 80th Information Brigade, Military Region 4 on the readiness to arrange evacuation points for households in high-risk areas. Currently, the ward is closely monitoring the storm's developments. By noon tomorrow (September 28), if the storm continues to develop complicatedly, evacuation will be organized immediately to ensure the safety of people's lives and property.

In addition, other localities in the old Vinh city such as Vinh Loc, Truong Vinh, Cua Lo... are also urgently implementing plans to respond to storm No. 10. The focus is on reviewing and clearly identifying areas prone to flooding, landslides, coastal areas, and riverside areas to be ready to evacuate people; at the same time, consolidating the drainage system, ensuring the safety of dams, power grids, schools, and medical stations. All are aimed at the highest goal of protecting the safety of people's lives and property.
