(Baonghean.vn) - That was the request of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Xuan Son at the meeting of the Standing Committee of the Provincial People's Council on the afternoon of February 26 to listen and give opinions on the list of proposals to build the Provincial People's Council resolution in 2018.

Attending the conference were Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Standing Committee; Hoang Viet Duong - Member of the Provincial Party Committee. Also attending were members of the Provincial Party Standing Committee: Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee; Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic - Budget Committee; Phan Duc Dong - Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; representatives of the Provincial National Assembly Delegation and the Provincial Fatherland Front Committee.
Accordingly, based on the proposals of departments and branches, the Provincial People's Committee synthesized and proposed the People's Council to include in the program of building resolutions of the Provincial People's Council in 2018, including 28 resolutions in the fields of socio-economy, national defense and security.
However, at the conference, based on the study of central regulations, the process of promulgating legal documents and local practices, many opinions raised concerns about some proposed contents.
According to Deputy Head of the Economic - Budget Committee Cao Tien Trung, starting from January 1, 2019, the Planning Law will take effect, meaning that there will be no sectoral planning but only the general planning of the province. Meanwhile, there are some contents proposed to be issued resolutions at the next session, but the "lifespan" of some resolutions is too short.
Therefore, it is recommended that the Standing Committee of the Provincial People's Council consider including in the list 3 resolutions adjusting the planning of 3 types of forests in Nghe An province; resolution on planning for biodiversity conservation in Nghe An province until 2020, with a vision to 2030 and resolution on planning for exploration, exploitation and use of small-scale scattered minerals and minerals at waste dumps in the province.

Commenting on the proposal to issue a resolution regulating the collection rate, collection, payment, management and use of entrance fees at Pu Mat National Park, Deputy Head of the Department of Culture and Society Nguyen Thi Lan said that it is necessary to comprehensively review the scenic spots in the province to include them in the fee collection plan and submit them to the Provincial People's Council to issue a general resolution, avoiding the situation where each scenic spot proposes the Provincial People's Council to issue a separate fee collection resolution.
Agreeing with the opinions of the Standing Committee members and leaders of the Provincial People's Council Committees, concluding this content, Chairman of the Provincial People's Council Nguyen Xuan Son agreed not to include in the list of proposals for building resolutions of the Provincial People's Council in 2018 7 resolutions, including 3 resolutions related to forest planning, biodiversity conservation planning and mineral exploration and exploitation planning and 4 resolutions due to not ensuring the process of issuing legal documents in the fields of education, culture - sports and tourism.

Comrade Nguyen Xuan Son requested the Provincial People's Committee to direct departments and branches to be responsible in reviewing carefully and being more proactive in submitting to the Provincial People's Council the contents of the resolutions; creating initiative for the Standing Committee and the Provincial People's Council Committees, minimizing the contents arising between the two sessions; at the same time, ensuring the correct principles and procedures, avoiding re-submission.
In the working program, the Standing Committee of the Provincial People's Council also discussed the key tasks of the Standing Committee and the Provincial People's Council Committees in March. Concluding this content, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Standing Committee and the Provincial People's Council Committees to focus on implementing the project to improve the quality of the Provincial People's Council's activities; closely follow the sectors and localities, urge the implementation of the resolutions issued by the Provincial People's Council; deploy the monitoring and survey plan of the Standing Committee and the Committees with quality, at the same time closely coordinate and participate in the activities of the Provincial National Assembly Delegation.
