Provinces and cities are allowed to set off fireworks during Tet if they do not use the budget.
The Secretariat has just issued a directive on organizing Tet 2018. The directive clearly states that provinces and cities must organize fireworks displays during Tet in accordance with local conditions and capabilities, in a spirit of thrift, absolute safety and without using the state budget.

Directive No. 16 signed by Politburo member and Chairman of the Central Inspection Committee Tran Quoc Vuong (a cadre assigned to work as the Standing Secretary of the Secretariat while Mr. Dinh The Huynh was on medical leave) made positive comments on the results achieved in 2017 when, for the first time in many years, the socio-economic situation achieved and exceeded the set targets. The material and spiritual life of the people continued to improve. The work of Party building and anti-corruption achieved many positive results, contributing significantly to strengthening the trust of cadres, party members and the people.
To prepare for the people to celebrate the New Year 2018 and the Lunar New Year of Mau Tuat joyfully, excitedly, safely and economically, the Secretariat requires Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to focus on many tasks.
The Secretariat noted that first of all, it is necessary to effectively implement policies to ensure social security and welfare, especially for the poor, people in especially difficult circumstances, and people in areas severely affected by natural disasters, storms, and floods. Pay attention to the material and spiritual life of policy families...
The Directive also requires the thorough implementation of Directive No. 41 of 2015. The organization of cultural, sports, festival, Spring celebration, year-end summary, emulation award receiving and traditional day celebration activities... must be practical, economical, in accordance with the cultural traditions of the nation, good customs and practices of each locality.
Specifically, the Secretariat reminded leaders of the Party, State, central agencies, departments, branches and organizations not to visit and extend New Year greetings to local leaders; localities not to extend New Year greetings to superiors and the central government.
“It is strictly forbidden to give or receive Tet gifts to superiors, and superiors “taking advantage” of subordinates in any form. It is strictly forbidden to use the budget, means, and public assets for personal activities during Tet and festivals…” – the recently issued directive No. 16 emphasized.
To meet the needs of people celebrating Spring and Tet, provinces and centrally-run cities organize fireworks displays during the Lunar New Year in accordance with local conditions and capabilities, with a spirit of thrift and absolute safety and without using the state budget.
In addition, the Secretariat requested that relevant agencies proactively grasp the situation, strengthen leadership and direction to ensure political security, order and social safety. Strengthen measures to prevent, combat and handle violations of the law, crimes and social evils; prevent and combat fires and explosions; resolutely and strictly handle acts of trading, transporting, storing and using firecrackers...
Focus on good market and price management, ensure balance between supply and demand of goods and services, meet people's consumption needs; at the same time, strictly handle violations of security, order, trade fraud, trading in counterfeit and poor quality goods, speculation, hoarding, causing sudden price increases.
Arrange sufficient public transport and ensure traffic safety for people to travel conveniently and safely. Do a good job of preventive medicine, ensure food safety and hygiene and environmental sanitation.
Agencies, units, organizations, unions, and localities must have specific plans and arrange staff to handle and promptly resolve all work during the Tet holiday, ensuring smooth and convenient operations without affecting the lives and production and business activities of people and enterprises.
The Secretariat noted that leaders and managers at all levels must be truly exemplary and seriously take the lead in implementing Party regulations.
