Dismissal from all positions and proposal to dismiss National Assembly member Ms. Phan Thi My Thanh
The Secretariat decided to discipline Ms. Phan Thi My Thanh by removing her from all positions in the Party and proposed to consider removing her from the National Assembly.
On May 4, 2018, at the Party Central Committee Headquarters, the Secretariat met under the chairmanship of General Secretary Nguyen Phu Trong to consider the proposal of the Central Inspection Committee in Submission No. 111-TTr/UBKTTW dated April 27, 2018 on the proposal to consider and discipline Ms. Phan Thi My Thanh - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai province.
The Secretariat found that during her tenure as Director of the Department of Industry from 2003 to January 2009, Ms. Phan Thi My Thanh was irresponsible in performing her duties and public duties; did not direct the construction of infrastructure for the Thong Nhat Textile Factory Residential Area Project while collecting money from households; and agreed to let the Department of Industry accountant deposit the remaining amount of the Project into Tan Mai Wood Company.
When transferring jobs, Ms. Thanh did not hand over the Project to her successor, leading to mass and prolonged complaints, affecting the local security and order situation, causing serious consequences, and reducing the reputation of the state management agency.

As Vice Chairwoman of the People's Committee (from June 2011 to September 2014), Ms. Thanh signed many documents of the Provincial People's Committee but did not consider the advice of specialized departments and branches, violated the law, violated the working regulations of the Provincial People's Committee on project investment procedures and procedures; violated the principle of democratic centralism in signing Decision No. 2230/QD-UBND, dated July 21, 2014 of the Provincial People's Committee approving the investment policy of the Dong Nai River encroachment project without reporting or asking for opinions from central ministries and branches according to the conclusion of the Provincial Party Committee Standing Committee.
In addition, Ms. Thanh also signed a number of decisions of the Provincial People's Committee showing favoritism and creating favorable conditions for her family's business to carry out projects in her field of responsibility, including projects not in the field assigned to her direct responsibility, falsely reporting on the volume and progress of the project, with the aim of profiting for her family's business.
The Secretariat also said that Ms. Phan Thi My Thanh lacked organizational discipline and seriously violated regulations on foreign affairs; repeatedly used her diplomatic passport to travel abroad for personal purposes, to handle private matters; and even once left the country without reporting to the organization as required.
"The violations and shortcomings of Ms. Phan Thi My Thanh are very serious, causing outrage among cadres, party members and people, negatively affecting the reputation of the party organization and her personally," the Secretariat concluded.
Pursuant to Regulation No. 102-QD/TW of the Politburo on disciplinary action against Party members who violate the law, the Secretariat decided to discipline Ms. Phan Thi My Thanh by removing her from all positions in the Party; requesting the National Assembly Party Delegation to direct the implementation of procedures for considering the dismissal of Ms. Phan Thi My Thanh from the National Assembly in accordance with the law./.
