Following the Deputy Secretary of the Tan An Commune Party Committee, we visited the Dien Chau hamlet Party branch to learn about the use of the Party newspaper. Secretary Pham Van Luong frankly stated: “Previously, when we received the newspaper, we kept it at the hamlet's cultural center, and anyone who wanted to read it could. That management method was not very effective. For the past three years, the Party newspaper has been entrusted to the Party branch secretary, who is responsible for daily updating and disseminating information to cadres, Party members, and the people in the hamlet. Thanks to this, the awareness of cadres, Party members, and the people has been raised; many good models and practices featured in the newspaper have been adopted by the people, bringing practical results. Secretary Luong is a prime example. From being hesitant in his business dealings, after learning about the agricultural and forestry economic development models from the Party newspaper, the Secretary of the Dien Chau hamlet Party branch has invested in planting 7 hectares of intensively cultivated forest, and always has 10 breeding cows in his barn, generating an income of over half a billion dong per year…”

Not only in Tan An, but also in Nghia Dung commune, where 30% of the population are ethnic minorities, the Party Committee has determined that to mobilize the people to implement the Party's policies and guidelines, they need materials for dissemination. Therefore, the Party Committee allocates funds to purchase Party newspapers and distribute them to all Party branches, encouraging Party secretaries to read and disseminate them to the people. Having regular access to Party newspapers, economic models, new rural development projects, land consolidation and exchange, land clearance, and examples of "good people and good deeds," the implementation of policies has received high levels of consensus. According to Nguyen Van Tam, Party Secretary of Van Son hamlet: “The hamlet has completed two major tasks ahead of schedule with the high consensus of all residents: the plan to expand 1.5 km of internal village roads and the mobilization of residents to excavate and contribute money to rent trucks and excavators to fill 3,000 m3 of land for irrigation and transportation infrastructure. After the land consolidation and exchange policy was announced, the hamlet organized meetings, highlighting exemplary cases from several localities published in the Party newspaper. As a result, within just one month, the land consolidation and exchange of 25 hectares of rice fields was completed.”

Comrade Bui Thanh Bao, Permanent Deputy Secretary of the Tan Ky District Party Committee, shared: “Recognizing the weaknesses in purchasing and using Party newspapers in previous years, during the 2010-2015 term, the Standing Committee of the District Party Committee implemented many measures closely aligned with practical requirements. Accordingly, it assigned responsibility to the District Party Committee's Propaganda Department to promptly research, develop, and implement the project "Managing and using Party newspapers and internal information as materials for activities in 100% of Party branches in the district in the most sustainable and effective way." At the end of 2012, the Tan Ky District Party Committee, in coordination with the District Union of Science and Technology Associations, organized a workshop on "Improving the effectiveness of publishing, managing, and using Party newspapers…".

Over 300 Party branch secretaries and leading officials from various sectors participated. In addition, the District Party Committee Standing Committee included the distribution and use of Party newspapers as one of the urgent tasks to be addressed immediately in the review according to Central Resolution 4 (11th Congress); assigning the post office the responsibility of ordering and delivering newspapers promptly, ensuring no delays or shortages, and providing monthly information on units that have not yet complied so that the district can urge and remind them. The Propaganda Department was tasked with guiding, monitoring, and urging the purchase and use of newspapers, regularly coordinating with relevant units to advise the District Party Committee Standing Committee on addressing shortcomings and weaknesses related to erroneous perceptions, incomplete newspaper orders, ineffective newspaper use, and especially the problem of newspaper cancellations during the summer in Party branches within the Education sector. To date, nearly 100% of Party branches and designated entities in Tan Ky have subscribed to and used local Party newspapers.

To achieve these results, in addition to implementing the project, the Tan Ky District Party Committee regularly paid attention to directing and issuing documents and directives, urging, inspecting, and promptly commending good models and effective methods, while criticizing units that did not implement them seriously. Specifically, the Standing Committee of the District Party Committee issued Directive 16 CT/HU with the requirement that "At least each Party branch (including grassroots Party branches), Party organization, People's Committee, People's Council, Youth Union of communes, and heads of agencies and units must have a copy of Nghe An newspaper and Nhan Dan newspaper...". Recently, the Standing Committee of the District Party Committee decided to allocate funds to purchase Nghe An newspaper for retired district officials.

Alongside ensuring that Party newspapers reach even the grassroots Party branches, the Standing Committee of the District Party Committee focuses on building reading habits and a reading culture among the people. At the same time, it pays attention to replicating many models of regular and effective use of Party newspapers and magazines, such as the Party branches of Minh Son, Ky Lam, and Phuong Vy 1 (Ky Son commune), Tan Hoanh, Tan Hoa, and Hong Phuc (Nghia Phuc commune), and the Party committees of Nghia Dong, Tan Huong, Tan An, and Nghia Dung communes...
