Throughout the process of developing and perfecting the revolutionary theory of C. Marx and F. Engels, building and organizing the Communist Party of the Soviet Union, establishing the Soviet state, and bringing the Communist Party to power, V.I. Lenin always paid attention to potential shortcomings of the ruling Communist Party, factors that could weaken the party, threaten the survival of the new social system, and hinder the protection of revolutionary achievements.
A courageous and upright man, V.I. Lenin always looked directly at the truth, pointing out the maladies of bureaucracy, authoritarianism, tyranny, opportunism, communist arrogance, corruption, bribery, extravagance, waste, and ignorance… For V.I. Lenin, no matter how bitter or even horrific the truth might be, it should never be concealed. The teacher of the workers' movement and world communism believed that the party needed to resolutely and relentlessly fight to "cleanse" the corrupt and degenerate elements within its organization, and must always maintain its purity. It must always be vigilant and resolutely fight to prevent and repel bureaucracy, alienation from the people, corruption, waste, individualism, selfishness, and opportunism. Under the conditions of a ruling party leading the country, constantly striving to build a clean and strong party is essential.
For Vietnam, President Ho Chi Minh always paid attention to the moral issues of cadres and Party members. He was always concerned about the spirit of unity and the cultivation of moral character within the Party. He reminded: “To a greater or lesser extent, Party members and in a greater or lesser extent, inevitably have shortcomings such as: subjectivism, narrow-mindedness, recklessness, corruption, alienation from the masses, localism, lack of discipline, sloppy work, arrogance, complacency… Although these are chronic ailments, from now on, the Party demands that Party members resolutely eradicate these diseases. Because if they are not completely cured, they can spread and become very dangerous for the Party.” (Review of the Party's Work, 1949).
At the 4th Plenum of the 11th Central Committee, the Party Central Committee issued a Resolution: "Some Urgent Issues Regarding Party Building Today," clearly outlining the current situation and causes of urgent problems in Party building. The worrying manifestations pointed out in the Resolution include the situation where "a significant number of Party members and cadres, including those holding leadership and management positions, and even some high-ranking officials, have deteriorated in terms of political ideology, morality, and lifestyle, with various manifestations such as fading ideals, falling into selfish individualism, opportunism, pragmatism, pursuing fame and fortune, vying for status, parochialism, corruption, wastefulness, arbitrariness, and lack of principles…". The Resolution clearly defines the goals and principles, and proposes four basic groups of solutions with very high political determination, committed to achieving them no matter how difficult they may be...
Thus, the issue of building a clean and strong party, which the brilliant leader VI Lenin pointed out from the very beginning of the first Communist Parties' establishment and rise to power in the world, has become a recurring and highly relevant issue to this day. Therefore, to successfully implement the Central Committee Resolution No. 4 (11th Congress) on Party building and rectification, and to contribute to enhancing the capacity and fighting strength of our Party to meet the requirements of the Vietnamese revolutionary cause in the new stage, we need to continue to study, learn, understand, and creatively apply the theoretical and practical lessons and teachings of VI Lenin. The task of building and rectifying the Party today must be carried out decisively and "with clean hands"!
