The Government has just issued a Resolution on continuing to reform the organization of the state administrative apparatus to be streamlined and operate effectively and efficiently.

The Government has just issued Resolution No. 10/NQ-CP on the Government's Action Program to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently; Plan No. 07-KH/TW dated November 27, 2017 of the Politburo to implement Resolution No. 18-NQ/TW; Resolution No. 56/2017/QH14 dated November 24, 2017 of the National Assembly on continuing to reform the state administrative apparatus to be streamlined and operate effectively and efficiently.

Create a clear change in perception and action
Regarding the organization of research, dissemination, and creating a clear change in awareness and action in continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the Government requires ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities (provincial level) to closely coordinate with party organizations and Party committees at the same level to organize, research, and disseminate the contents of Resolution No. 18-NQ/TW, Plan No. 07-KH/TW, Resolution No. 56/2017/QH14 among all cadres, civil servants, public employees, and workers under their management authority.

The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Home Affairs, the Central Propaganda Department, the Central Committee of the Vietnam Fatherland Front and ministries, agencies, localities, media agencies and the press to do a good job of information and propaganda work to raise awareness, create consensus in society, promote the sense of responsibility of leaders, the efforts of sectors, levels, the business community and the people to successfully implement the goal of continuing to innovate and streamline the apparatus of the political system to be streamlined and operate effectively and efficiently.

Regarding the continued improvement of policies and laws on reforming the state administrative apparatus, ministries, ministerial-level agencies, agencies under the Government and provincial People's Committees are responsible for reviewing laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee related to sectors and fields under their management that need to be amended, supplemented or newly issued, ensuring effective implementation of the principle that one agency or organization does many tasks but one task is assigned to only one agency or organization to preside over and take primary responsibility, and implementing strong and reasonable decentralization and delegation of authority between the Government and ministries and sectors and between the Government, ministries and sectors and local authorities and between local authorities, and reporting to the Government in the first quarter of 2018.

Effectively implement Conclusion No. 86-KL/TW dated January 24, 2014 of the Politburo on policies to attract and create sources of cadres from excellent graduates and young scientists, Conclusion No. 202-TB/TW dated May 26, 2015 of the Politburo on the Project "Piloting innovation in the selection of leaders and managers at the department, agency and division levels" and Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create sources of cadres from excellent graduates and young scientists (hereinafter referred to as Decree No. 140/2017/ND-CP).

Fundamentally reduce the number of general departments, bureaus, branches, divisions, and offices.

Regarding the organization and arrangement of agencies in the state administrative apparatus, the Government requires ministries, ministerial-level agencies, and agencies under the Government to review, arrange, and streamline internal focal points, fundamentally reduce the number of general departments, departments, branches, divisions, and offices; not to establish new organizations, not to establish offices within departments, and in special cases decided by competent authorities. Minimize project management boards. Resolutely merge, arrange, and reorganize public service units to reduce focal points and staff.

In addition, streamlining the payroll according to the roadmap, reducing the number of deputies of units and organizations under management, ensuring compliance with the actual situation in their agencies and regulations of the Party and Government; ministries, ministerial-level agencies, and agencies under the Government assigned to manage a number of fields organized vertically, such as tax, customs, state treasury, social insurance, etc., continue to reorganize according to inter-provincial or inter-district areas to reduce focal points and streamline payroll.

Ministries and ministerial-level agencies are responsible for drafting the Prime Minister's Decision stipulating the functions, tasks, powers and organizational structure of general departments and equivalent organizations under their agencies, submitting them to the Prime Minister for promulgation; reviewing and rearranging inter-sectoral coordination organizations, especially organizations with specialized support units and project management boards, and reporting to the Prime Minister for consideration and decision.

The Ministry of National Defense and the Ministry of Public Security shall study and develop a project to review, consolidate and rearrange the organizational apparatus to meet the requirements of building a revolutionary, disciplined, elite military and police force, gradually modernizing and streamlining the payroll in accordance with new conditions; ensuring the strengthening of the absolute and direct leadership in all aspects of the Party over the armed forces, in accordance with the general regulations of the political system and the specific characteristics of each force, and submitting it to competent authorities for consideration and decision; the Ministry of Public Security shall study and rearrange the focal points of the investigation agencies to meet the requirements of criminal investigation, crime prevention and control, and in accordance with the organization and operation of the People's Procuracy and the People's Court in the spirit of judicial reform.

Reduce inter-sectoral coordination organizations and project management boards

The Government also requires responsible localities to proactively review and arrange to reduce inter-sectoral coordination organizations and project management boards (to be implemented from 2018 and completed in 2019).

In addition, pilot the merger of the Office of the National Assembly Delegation, the Office of the People's Council and the Office of the People's Committee at the provincial level; pilot the merger of the Office of the Party Committee with the Office of the People's Council and the People's Committee at the district level in places with conditions according to regulations (implemented from 2018).

At the same time, develop a project, submit it to competent authorities and implement the arrangement and reorganization of district and commune-level administrative units and the merger of villages and residential groups according to regulations (implemented from 2018); develop a project, submit it to competent authorities for decision and pilot the model of organizing the administrative apparatus of urban, rural and island governments in places with conditions (implemented from 2021); implement the allocation of budget for allowances for non-professional workers at the commune, village and residential group levels (implemented from 2019).

Proactively review and continue to implement the self-management model in residential communities in villages and residential groups (implemented from 2018 and completed in 2019); review and rearrange the organization of specialized agencies under the People's Committees at provincial and district levels according to the Government's framework regulations; rearrange and reorganize public service units according to sectors, fields and market and social needs; streamline the payroll according to the roadmap, reduce the number of deputy heads of agencies, organizations and units in accordance with the actual situation in the locality (implemented from 2019)./.
