Strongly reform administrative procedures, create favorable conditions to attract investment

(Baonghean.vn) – That was the opinion of Provincial Party Secretary Nguyen Dac Vinh at the 9th meeting of the Provincial Party Committee held on the afternoon of November 29.

At the Conference, the Provincial Party Committee listened to and gave opinions on the socio-economic situation in 2017, the socio-economic development plan for 2018; and on the investment policy of the eco-tourism and entertainment complex project invested by FLC Group in Nghi Tien commune, Nghi Loc district.

Business and enterprise activities also have many positive signals with over 1,500 newly established enterprises, with a total registered capital of over 8,300 billion VND. The movement to build new rural areas continues to be maintained, it is expected that by the end of 2017, 22 communes will have met 19/19 criteria, bringing the total number of communes meeting the standards in the province to 174. With the growth of many sectors, the estimated budget revenue this year in Nghe An is estimated at 12,030.7 billion VND, equal to 103.8% of the estimate and an increase of 9.3% compared to 2016. 26/27 socio-economic targets of the province are expected to be completed.

However, in 2017, business operations still faced many difficulties, insurance arrears were still high (over 163 billion VND); some projects had not yet reached the set progress; some revenues from central enterprises, non-state industrial and commercial sectors, and registration fees were difficult to complete the estimate.

In the socio-cultural field, the quality of medical examination and treatment, especially in rural, remote and isolated areas, is still limited; food hygiene and safety are still complicated and difficult to control; administrative procedure reform in some places is still limited...

In 2018,The total state budget revenue in the area assigned by the Ministry of Finance is 11,991 billion VND, an increase of 401 billion VND compared to the estimate assigned by the Provincial People's Council in 2017. The total source of local budget expenditure is over 23,500 billion VND.

Speaking at the conference, delegates also highly agreed with the results achieved as well as the main targets in the 2018 socio-economic development plan.

Participating in giving comments on the investment attraction results, comrade Nguyen Van Do - Director of the Department of Planning and Investment explained that the number of projects exceeded but the registered capital was low because this was the first year of investment deposit, so investors considered registering capital closer to reality.

The Director of the Department of Planning and Investment also said: Regarding the 2018 scenario, some products will be given drastic direction to achieve growth, especially the group of construction industry products such as beer, cement and hydropower. In addition, Hoa Sen corrugated iron and MDF wood products are also expected to contribute greatly to growth.

Sharing about the achievements of the agricultural sector, Mr. Hoang Nghia Hieu - Director of the Department of Agriculture and Rural Development said: Although there were many difficulties last year, the growth of Nghe An's agricultural sector was 1.6 times higher than the whole country. In particular, the area began to apply high technology; 9,500 hectares applied high technology to increase productivity and crop value.

After listening to the opinions of the delegates, Secretary of the Provincial Party Committee Nguyen Dac Vinh emphasized: 2018 is a pivotal year, especially important in implementing the 5-year socio-economic development plan 2016-2020, as well as implementing Resolution No. 26 - NQ/TU of the Politburo on the direction and tasks of developing Nghe An province until 2020, so it is necessary to synchronously implement solutions to complete the proposed socio-economic targets.

The Provincial Party Secretary suggested focusing on more solutions to support businesses and investors, especially dynamic projects. It is necessary to continue reforming administrative procedures, strict procedures but must be done quickly, creating favorable conditions for investors. Large projects such as Hemaraj and Vship must be focused on and pursued because these are dynamic projects for the province's socio-economic development, creating a breakthrough in budget collection.

"Currently, Nghe An ranks 5th in the country in tax collection from enterprises, which is a commendable result. The province needs to continue to accompany and support enterprises," the Provincial Party Secretary emphasized.

Unanimously invest in FLC project

Previously, delegates listened to and gave their opinions on the Eco-tourism and entertainment complex project in Nghi Tien commune, Nghi Loc district, invested by FLC Group Corporation.

The project has a total area of ​​about 460 hectares; the total estimated investment of the project is 9,930 billion VND (excluding site clearance costs). The project consists of 4 component projects, including: FLC Nghe An eco-tourism area; outdoor sports and entertainment area; FLC Nghe An urban area; and theme park, natural forest conservation and adventure sports area.

In the project area, there are 554 households with 2,195 people affected and having to relocate. According to the review results, the estimate of Nghi Loc District People's Committee, the total cost of compensation, support and resettlement to implement the project is about 1,451.07 billion VND.

Sharing about the project investment form, Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee said: For the eco-tourism project and urban area using residential land, the project will be implemented through the form of build-transfer (BT) contract to build traffic, public works, education, offices, etc. The Provincial People's Committee organizes bidding to select investors to implement the BT project. For the Golf course project, the Provincial People's Committee reports to the Prime Minister for approval of the investment policy.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh emphasized that this is a large-scale project with breakthrough momentum, contributing significantly to promoting tourism, service and trade development for Nghe An province, creating many jobs for local workers, and increasing the province's budget revenue. The Provincial Party Committee unanimously agreed to the project investment policy.

In order to effectively implement the project, the Secretary of Nghe An Provincial Party Committee proposed to establish a Steering Committee to assign specific tasks; the Provincial People's Committee noted the work of land acquisition and resettlement. At the same time, it requested FLC Group to develop a detailed and specific implementation roadmap, striving to start the project on March 1, 2018.
