Reforming administrative procedures and improving the investment environment.

(Baonghean.vn) - On the morning of July 29th, the Provincial People's Committee held a working session to hear and give opinions on the draft procedures for implementing direct investment projects in Nghe An province. Mr. Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – chaired the meeting. Attending were the Vice Chairmen of the Provincial People's Committee and leaders of various departments and agencies.

Comrade Nguyen Xuan Duong – Chairman of the Provincial People's Committee – presided over the meeting.

The Director of the Department of Planning and Investment presented the process and procedures for implementing direct investment projects in the province.

Currently, the procedures for implementing direct investment projects in Nghe An province are governed by Decision No. 44/2012/QD-UBND dated July 10, 2012, of the Provincial People's Committee. However, after a period of implementation, some provisions are no longer suitable for current conditions, thus requiring the issuance of a new decision to replace it and improve the investment and business environment. Accordingly, the scope of this regulation covers the responsibilities of organizations and individuals involved in handling administrative procedures for direct investment projects using land and water resources in cases where land use rights are not auctioned or investors are not selected through bidding in Nghe An province.

This regulation does not apply to mineral exploration and exploitation activities, investment projects in the form of BOT, BTO, BT, PPP, and projects using state budget funds. Compared to Decision No. 44/2012/QD-UBND, this draft simplifies administrative procedures, provides more detailed regulations, especially in the selection of investors; the responsibilities of relevant agencies and investors in resolving administrative procedures; regulations on fees and charges and forms for carrying out administrative procedures; administrative procedures for implementing direct investment projects; approval of investors, site selection surveys for construction planning and issuance of investment certificates…

After listening to the opinions of leaders at all levels and sectors, Mr. Nguyen Xuan Duong – Chairman of the Provincial People's Committee – acknowledged and highly appreciated the efforts of the relevant levels and sectors in coordinating the drafting of procedures for implementing direct investment projects in the province. He also agreed with the opinion that there should be greater decentralization and responsibility for the Southeast Economic Zone. He suggested transferring the One-Stop Service Center at the Department of Planning and Investment to the Provincial People's Committee Office… Mr. Nguyen Xuan Duong assigned responsibility to the Department of Planning and Investment and the Management Board of the Southeast Economic Zone to incorporate the opinions of all levels and sectors to further refine the draft for submission to the Provincial Party Standing Committee.
