Ban on selling pre-activated SIM cards from June 1

From June 1, 2012, the purchase and circulation of pre-activated prepaid SIM cards without registering subscriber information or registering in an unregulated manner will be strictly prohibited.

That is one of the contents of Circular No. 04 newly issued by the Ministry of Information and Communications.

This Circular also prohibits the purchase, circulation, and use of multi-function SIMs to register subscriber information, and devices with the function of activating subscriber SIMs without having to break the SIM.

In addition, subscribers must register directly at subscriber information registration points to provide their subscriber numbers, present their identity cards (or passports) for Vietnamese citizens; valid passports for foreign citizens; letters of introduction and copies of business registration certificates or establishment licenses of agencies and organizations for representatives of agencies and organizations for employees or owners of subscriber information registration points.

Individuals fill in registration information in the "Prepaid mobile subscriber information declaration form" according to the unified form issued by the enterprise.

Subscriber information registration points must meet the legal requirements, location and minimum equipment. Mobile service providers are only allowed to sign authorization contracts to receive prepaid mobile subscriber information registration for individuals and businesses that fully meet the prescribed conditions.

Subscriber information registration points that do not meet the prescribed conditions will have to stop operating after 6 months from June 1, 2012.

In addition, the subscriber who starts using the prepaid mobile service must not activate the service within 72 hours of completing the subscription registration, otherwise the registered subscription information will be canceled. If you want to use the service, you will have to follow the same procedures as for new subscribers.

After 3 months from the effective date of the circular, prepaid mobile subscribers who do not register subscriber information as prescribed or provide incorrect information will have their activities terminated.

According to the Ministry of Information and Communications, the issuance of the Circular will contribute to the healthy and sustainable development of Vietnam's mobile telecommunications market.

With the above prohibition, the telecommunications market is expected to limit the rapid growth in subscriber development, ensuring the accuracy of prepaid mobile subscriber information.
