The sale of pre-activated SIM cards will be banned from June 1st.

From June 1st, 2012, the buying, selling, and circulation of pre-activated prepaid SIM cards that have not been registered with the subscriber information or have been registered improperly will be strictly prohibited.

This is one of the provisions of Circular No. 04 recently issued by the Ministry of Information and Communications.

This circular also prohibits the buying, selling, circulation, and use of multi-purpose SIM cards for registering subscriber information, and devices that activate subscriber SIM cards without having to break the SIM card.

In addition, subscribers must register in person at designated registration points to provide their subscriber number and present their national identity card (or passport) for Vietnamese citizens; a valid passport for foreign citizens; or a letter of introduction along with a copy of the business registration certificate or establishment license of the agency or organization for the representative of the agency or organization to the staff or owner of the registration point.

Individuals fill out the registration information form on the "Prepaid Mobile Subscriber Information Declaration Form" according to the standardized template issued by the business.

Subscriber registration points must meet all legal requirements, location specifications, and minimum equipment requirements. Mobile service providers are only permitted to sign authorization contracts to receive prepaid mobile subscriber registrations with individuals and businesses that meet all the prescribed conditions.

Subscriber information registration points that do not meet the prescribed conditions will have to cease operations six months after June 1, 2012.

Furthermore, prepaid mobile subscribers must activate their service within 72 hours of completing their registration. If they do not activate the service within this timeframe, their registered information will be canceled. To continue using the service, they will have to go through the same procedures as for new subscribers.

Three months after the circular comes into effect, prepaid mobile subscribers who do not register their subscriber information as required or provide inaccurate information will have their service terminated.

According to the Ministry of Information and Communications, the issuance of the Circular will contribute to the healthy and sustainable development of Vietnam's mobile telecommunications market.

With the aforementioned ban, the telecommunications market is expected to curb the rapid growth in subscriber development and ensure the accuracy of prepaid mobile subscriber information.
