Prohibition of converting into Limousine from September 1
According to new regulations, 16-seat vehicles will not be converted into Limousines from September 1, 2022.
Recently, the Government issued Decree 47/2022/ND-CP amending and supplementing Decree 10/2020/ND-CP on business and conditions for business of automobile transportation.
This Decree has just supplemented Clause 3, Article 13 of Decree 10/2020 on conditions for passenger transport business by car, which many people are interested in.

Accordingly, enterprises shall not use cars converted from cars with a capacity of 10 seats or more into cars with less than 10 seats (including the driver) to conduct passenger transport business; shall not use cars of similar design to cars with 9 seats (including the driver) or more to conduct passenger transport business by taxi.
This Decree also has a new point, with vehicles that have been converted to have less than 10 seats (including the driver) and have been granted badges and signs before the effective date of Decree 47 (September 1, 2022) continuing to be used for passenger transport business until the end of the term of use as prescribed in the Decree.
Previously, Decree 10/2020 only stipulated that cars converted into vehicles with less than 9 seats (including the driver) cannot be used for taxi transportation business.
This new regulation aims to tighten the operation of 16-seat vehicles converted into Limousines for passenger transport but registered as contract vehicles. Limousines continuously pick up and drop off passengers in the inner city, causing traffic congestion.
Not only that, limousine bus companies also have spontaneous bus stops that affect security and order. Thus, from September 1, Decree 47/2022 takes effect, 16-seat cars converted into limousines with less than 10 seats will not be eligible for passenger transport business badges and signs.
