It is prohibited to create procedures, paperwork, or fees that are contrary to regulations.
On the afternoon of June 16th, with 430 National Assembly delegates voting in favor (86.35% of the total number of delegates), the National Assembly passed the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam.
The law comprises 9 chapters and 55 articles, and applies to foreigners entering, exiting, transiting, and residing in Vietnam, Vietnamese state management agencies, and relevant Vietnamese and foreign agencies, organizations, and individuals.

The principles of entry, exit, transit, and residence are specifically stipulated by law: Compliance with the provisions of this Law, other relevant provisions of Vietnamese law, or international treaties to which Vietnam is a party; respect for independence, sovereignty, unity, and territorial integrity; ensuring national security and social order and safety; equality in international relations; ensuring openness, transparency, and convenience for foreigners; strict and unified management of entry, exit, transit, and residence of foreigners in Vietnam; foreigners with multiple passports may only use one passport for entry, exit, transit, and residence in Vietnam.
The law also clearly stipulates a series of prohibited acts: Obstructing foreigners and relevant agencies, organizations, and individuals from exercising their rights, obligations, and responsibilities as prescribed by law regarding entry, exit, transit, and residence of foreigners in Vietnam; imposing procedures, documents, and fees contrary to the provisions of this Law and other relevant laws; harassing or causing inconvenience in the process of entry, exit, transit, and residence of foreigners in Vietnam; illegal entry, exit, transit, and residence in Vietnam; forging or using forged documents to enter, exit, transit, and reside in Vietnam; providing false information or documents to obtain entry, exit, transit, and residence in Vietnam; exploiting entry, exit, transit, and residence in Vietnam to oppose the Socialist Republic of Vietnam; infringing upon the legitimate rights and interests of agencies, organizations, and individuals; Buying, selling, renting, leasing, borrowing, lending, erasing, deleting, or altering the content of documents valid for entry, exit, or residence permits for foreigners to enter, exit, transit, or reside in Vietnam.
This Law takes effect from January 1, 2015, and the Ordinance on Entry, Exit, and Residence of Foreigners in Vietnam No. 24/1999/PL-UBTVQH10 ceases to be in effect from the date this Law comes into effect.
