Prohibition of “legalizing” records to conceal violations of population policy
(Baonghean.vn) - This is one of the contents just issued by Nghe An Department of Health on December 13 to effectively implement population policy.
Previously, on December 6, the Provincial Party Standing Committee also issued Directive No. 25-CT/TU on strengthening leadership and direction in implementing population and development work in Nghe An province in the new situation. Notably, this document requires strict implementation of inspection, supervision and handling of violations of population policies according to regulations of the Party and State.
In addition, Directive No. 25 also clearly states that if a Party organization has people who violate population policy, it will not be considered for an excellent performance classification. At the same time, the annual classification of Party cells (basic Party cells and affiliated Party cells) whose Party members and Party committees (basic Party committees and upper-level Party committees) whose cadres are under the management of the Party Committee or higher violate population policy or whose rate of the masses violating population policy has increased compared to the previous year will be lowered.
In case of violations by party members, they will be strictly handled according to the provisions of Article 27, Regulation No. 102 - QD/TW dated November 15 of the Politburo and current regulations of the Party and laws of the State.

Regarding this content, in Document 3256/SYT – NVY dated December 13 of the Department of Health, the Director of the Nghe An Department of Health requested that public and non-public health units strengthen inspection and supervision, promptly prevent and handle cases of taking advantage of medical examination and treatment to provide related records and documents for the purpose of fraud, manipulation or intentional concealment of violations of the Population - Family Planning policy.
That is, obstructing or forcing the implementation of family planning; participating in testing and diagnostic activities to determine the sex of the fetus in violation of regulations; issuing birth certificates in violation of regulations; using the excuse of failure when using contraceptive measures; implementing family planning measures or terminating pregnancies that seriously affect the mother's health in violation of population and family planning policies. Making false declarations or requests for confirmation or assessment of the health status of the wife (husband) and children in order to comply with regulations or to avoid being handled for violating population and family planning policies.
In case the directors of units and related individuals are responsible before the director of the department and the law if there are cases of fraud regarding population and family planning policies (especially cases of giving birth to the third child or more) due to medical units examining, treating, assessing, and providing related documents.
Up to this point, Nghe An is still one of the 7 provinces with the highest birth rate in the country, the birth rate of the third child or more has not decreased. In 2018 alone, the number of children born as the third child or more: 11,152 children, an increase of 2,585 children compared to 2017 (8,567 children). The birth rate of the third child or more is: 22.0%, an increase of 5.3% compared to 2017.
