Prohibition of carrying gold bars and raw gold when entering and leaving the country

For personal gold jewelry and fine art gold, the total weight is limited to less than 300g.

The State Bank is seeking opinions on a draft Circular guiding the carrying of gold by individuals when entering and exiting the country.

Gold bars are prohibited from being carried when entering or leaving Vietnam through border gates. According to the draft Circular, Vietnamese individuals and foreign individuals are not allowed to carry gold bars or raw gold when entering or leaving the country with passports, travel documents, or border identification cards.

Foreign individuals entering or leaving the country may only bring gold jewelry and gold art with a total weight of less than 300g. Excess quantities must be declared to the Customs authority and tax must be paid according to current regulations of law.

When exiting or entering the country with a passport or border ID card, Vietnamese and foreign individuals are allowed to carry gold jewelry on their person without having to declare it to the Customs authority.

Foreigners who are allowed to settle in Vietnam are not allowed to bring gold bars when entering the country. In case of bringing raw gold, jewelry gold, or fine art gold with a total weight of 300g or more, they must declare to the Customs authority and pay tax according to current regulations.

Vietnamese people residing abroad are allowed to bring raw gold, gold bars, gold jewelry, and gold art with a total weight of less than 300 grams when leaving the country. From 300 grams or more, they must declare to the Customs authority and pay tax according to regulations.

In case a Vietnamese individual is allowed to settle abroad and brings raw gold, gold bars, gold jewelry, or gold art with a total weight of 1kg or more, he/she must have a Gold Carrying Permit when leaving the country issued by the State Bank of Vietnam in the province or centrally-run city where the individual resides, and must declare to the Customs authority and pay taxes according to the law.
Permit to carry gold when leaving the country as prescribed must be sent directly or by post a set of documents to the State Bank branch in the province or centrally-run city where the individual resides.

The draft Circular also specifically emphasizes that Vietnamese and foreign individuals are absolutely not allowed to send gold abroad, or receive gold sent from abroad in the form of gifts or presents via post, air, or sea./.
