Fortunately, upon seeing these strange targets firsthand, Mr. Phan Trung Ly, Chairman of the National Assembly's Law Committee, vehemently refuted them. According to him, the regulations of the law, especially those concerning legal proceedings, must be implemented correctly, fully, and seriously. "You can't just say you're allowing at least 5%, 10%, or whatever percentage. A human life is a serious matter; why allow at least 10% or some percentage...?"
