What knowledge will strategic-level cadres of the XIII course be trained in?

Providing new knowledge to 95 students in 2.5 months

The Party identifies training and fostering of key leaders and managers, especially strategic-level officials, as an important task that must be carried out regularly and continuously.

From a deep understanding of the actual situation, the Politburo and the Secretariat have had a policy of organizing training courses to provide new knowledge for strategic leaders of the Party and State. In 2018, 2 training courses to update knowledge for members of the Party Central Committee and 1 training course to improve knowledge for alternate members of the 12th Party Central Committee were successfully organized. This is an innovation in personnel work, aiming to further enhance the capacity and fighting strength of the Party and the political system in the new period.

To contribute to the successful organization of Party Congresses at all levels, towards the 13th National Party Congress, implementing the policy of the Politburo, the Secretariat, the Ho Chi Minh National Academy of Politics, the Central Organizing Committee and central agencies coordinate and prepare to organize new knowledge training courses for strategic planning cadres, directly preparing personnel for the upcoming 13th National Congress of the Party.

After many months of preparation, on August 6, the opening ceremony of two classes was held at the Ho Chi Minh National Academy of Politics. The two classes included 95 students who were approved for the planning of members of the Party Central Committee (Term XIII); planning for positions of heads of departments, branches, and political-social organizations at the Central level, period 2020-2025; planning for positions of Secretaries of Provincial and Municipal Party Committees directly under the Central Government, period 2021-2026.

Associate Professor Dr. Nguyen Viet Thao - Deputy Director of the Ho Chi Minh National Academy of Politics said that 95 students of the 2 classes will study at the Academy for 2 and a half months. The students will study 46 topics, of which 37 topics are conducted by domestic experts and 9 topics are conducted by international experts, on the issues of Party building, economic and social development, and ensuring national security and defense.

The Academy has invited highly qualified experts with a lot of practical experience from Japan, Australia, China... to compile and directly participate in reporting the topics for the class. Among them are leaders, former leaders of the Party and State; Ministers, Central Party Committee members, leading scientists, prestigious domestic and international practitioners. The topics are carefully compiled, strictly reviewed and seriously edited before being issued. Lecturers prepare lessons according to active teaching methods, directly exchanging and discussing with students.

The topics focused on updating, analyzing, and evaluating very new, fundamental, urgent, and top-notch issues for the country's development as well as the cause of defending the Fatherland in the new situation. This is a very proactive and positive early preparation to serve the 13th National Congress of the Party scheduled to be held in 2021.

Plan to organize 5 new knowledge training classes

According to the Deputy Director of the Ho Chi Minh National Academy of Politics, the outstanding difference of these training courses is that the experts participating in compiling the program content are also the ones reporting on the topics and chairing the discussions, instead of each expert being in charge of each stage as before. This contributes to ensuring the synchronization and unity of awareness, style, and skills of lecturers as well as students in the teaching - learning - discussion process.

In addition, the class also has field trips locally and abroad for students to research and learn more about rich practical experiences. However, compared to the previous course, this training course will not be organized in a series but will choose each topic, go in groups to achieve the highest quality and effectiveness of learning.

“The Central Committee’s organization of new knowledge training courses for strategic-level cadres is a continuation of the success in personnel work and preparations for the Congress of the 12th term and previous terms. To serve the 13th term, it is expected to organize 5 classes for 3 groups: cadres planned for the 13th Central Executive Committee; cadres planned to be Heads of Central agencies, organizations, large corporations and groups; cadres planned to be Secretaries of Provincial Party Committees and City Party Committees directly under the Central Committee” – Associate Professor, Dr. Nguyen Viet Thao emphasized.

Looking back at the personnel preparation for the 12th term, the Deputy Director of the Ho Chi Minh National Academy of Politics said that the Academy had organized 6 reserve classes with more than 500 cadres attending. Of these, 114 cadres participated in the 12th Central Executive Committee, the remaining students became key leaders of central and local agencies.

When preparing for the XIIIth strategic planning cadre training course, the Academy has inherited very favorably from the experience, content, and methods of the XIIth training courses, and at the same time, to meet new requirements, the Academy has made many adjustments, additions, and updates. It is expected to organize 5 new knowledge training courses, each class with no more than 50 students.

Although the training period was shortened from 4 months (in the previous term) to 2 and a half months, Mr. Nguyen Viet Thao emphasized that the capacity, content and quality of the training will not only be maintained but will certainly be improved. Explaining the shortening of the time, Mr. Nguyen Viet Thao said that from the experience of the XIIth term reserve class and in the past years of preparing for the XIIIth term, the Provincial Party Committees and the Central Party Committees have organized training classes for the 3rd group and the reserve training very systematically.

Many issues are only trained at the central level, but cadres have heard and studied them in local training classes, so in this XIII strategic planning cadre class, Ho Chi Minh National Academy of Politics does not restructure overlapping topics, allowing for a shortened training time.

Affirming that these classes are the result of the dedication, sense of responsibility and strategic vision of the Central Executive Committee, the Politburo, and the Secretariat for the strategic-level personnel work of the Party and State, together with the team of students who are exemplary leaders and managers in all aspects, Associate Professor, Dr. Nguyen Viet Thao believes that the class will successfully complete the set goals and tasks.
